RECOMMENDED ACTION:
Adopt Resolution No.7'/60 accepting award of $73,000 in Library Services and
Construction Act funds for an adult literacy project, and authorize expenditure
of funds.
ITEM EXPLANATION: '
At their November 1, 1983 meeting, Council adopted Resolution No. 7389
authorizing staff to submit an application for a grant from the State Library i
for an adult literacy project. Carlsbad is serving as the lead agency for
the TRI-CITY LITERACY COALITION, which is comprised of Carlsbad City Library,
Oceanside Public Library and the Vista Branch of the San Diejo County Library.
Thirty applicants were selected to share in the $2.5 millicn in LSCA funds. ;
Funding covers the time period from January to September, 1984. E

FISCAL IMPACT:

The estimated cost for the nine month project is $87,126. The. grant award !
is $73,000. In -kind contributions would amount to $14,126. Carlsbad's share a
of in -kind would be $3,300. (Staff salaries, materials collection, and
photo -copying.)

Dear Mr. Lange:
Your application for an adult literacy project beginning January 1,
1984 is approved for a total of $73,000 in Library Services and
Construction Act funds. Please keep in mind that all LSCA funds
must be expended by September 30, 1984. Requests to use unexpended
funds as carry-over will not be considered.

You are requested to notify all named and suggested partners in the
working coalition(s) you are establishing in your community(ies) of
this grant award and to take immediate steps with them to refine
your project design(s) and begin Project activities. These must be
developed within the framework and priorities of the California
Literacy Campaign as described in my previous documents.
I urge you to solicit the advice and help of the adult illiterates
themselves in your community(ies) in the planning, design and
evaluation of your services to them. •„

you provide for the ability of all your staff(s) involved in the
project to receive training or general awareness in the subject.
They also encouraged the ability to respond to new directions you,
discover the project s!lould take. If you cannot provide these
through matching effort or local contributions, I urge you to
re-examine your approved LSCA budget to ensure these capabilities.
Remember that only materials destined for your collection(s) should
be purchased from the Materials line. Those distributed to project
participants belong in Operating Expenses.
The Primary State Library Consultant assigned to this Project for
the coming year is Carmela Ruby, telephone (916) 322-0366. She will
be assisted by Al Bennett, Literacy Specialist. My staff, both
specialists and comprehensives, are available to assist you also to
make your .Project a success.
I am pleased that you will be an active participant in the
California Literacy Campaign and I look forwara to. a Y,awarding and
challenging program with you.
This letter and the attached list of LSCA procedural
requirements amend the Consolidated Application/Grant Award
Certification document and must remain a part of all your
existing -copies.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD,
CALIFORN.IA, A-CEPTING AWARD OF LIBRARY SERVICES AND
CONSTR6.,TION ACT GRANT FOR AN ADULT LITERACY PROJECT AND
AUTHORIZING EXPENDITURE OF FUNDS.
WHEREAS, the Carlsbad City Library in conjunction with the Oceanside
Public Library and Vista Branch of the San Diego County Library, has been
awarded $73,000 in Library Services and Construction Act (LSCA) funds for an
adult literacy grant; and
WHEREAS, the City Council of the City of Carlsbad, California, wishes
to accept said grant;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of
Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the award of $73,000 is accepted and authorization to expend
funds is granted.
PASSED, APPROVED AND ADOPTED by the City Council of the City of
Carlsbad, California at a regular meeting held the 3rd day of _ ianuaxv ,
