ITEM EXPLANATION
The applicant is requesting approval of an amendment to a
previously approved planned unit development located near th
intersection of Monroe Avenue and Hosp Way (please see attac'
location map). The proposed amendment would allow a change
product type from duplex units to zero lot-line single famil residences. The amendment would involve 96 units located in
phases 2 - 5 of CT 77-2/PUD-8.
The project as amended would meet all the standards of the P
Ordinance. The overall layout of the project is the same, a design is dictated by the existing improvements (streets,
sidewalks, drainage, etc. ) constructed by the original devel
existing Phase I duplex units. Staff attended a meeting wit
developer and the existing homeowners. It appeared from tha
meeting that the majority of homeowners supported the propos
project. Because the project meets all the standards of the
+Planned Development Ordinance both the Planning Commission a
the staff are recommending approval.
FISCAL IMPACT
The applicant will provide all required public improvements.
Also, the applicant has agreed to pay a public facilities fe
offset the cost of all additional public services.
The only issue regarding this amendment is compatibility wit
ENVIRONMENTAL IMPACT
A Notice of Prior Compliance was issued by the Land Use Plar
Manager on November 18, 1983.

A RESOLUTION OF THE PLANNING COMMISSION OF THE
CITY OF CARLSBAD, CALIFORNIA, RECOMMENDING
APPROVAL OF AN AMENDMENT TO A PLANNED UNIT
DEVELOPMENT ON PROPERTY GENERALLY LOCATED
ADJACENT TO MONROE AVENUE AND HOSP WAY.

WHEREAS, a verified application for certain proper

WHEREAS, said verified application constitutes a K

I. RECOMMENDAT I ON
It is recommended that the Planning Commission ADOPT Resolution
No. 2230 APPROVING PUD-8(A) based on the findings and subject tc
the conditions contained therein.
11. PROJECT DESCRIPTION AND BACKGROUND
The applicant requests approval of an amendment to a previously
approved planned unit development located as described above.
This amendment would allow the product type to be changed from
duplex units to detached zero lot line single-family units. Th
proposed amendment would effect the 96 units located in phases
through 5 of CT 77-2/PUD-8. All of the lots have been
previously graded and the public facilities have been installed and approved by the City of Carlsbad,
The applicant is not filing for a new tentative tract map
because no additional units are proposed. Some minor shifting of lot lines within this tract will be taken care of by
adjustment plats.
The original project, CT 77-2/PUD-8, was approved by the City
Council on September 29, 1977 and designated this site for
development with duplexes. The original applicant, Broadmoor
Homes developed the first phase of the project, including the
common recreation areas. During the past few years they have h
difficulty marketing duplexes in this area. The new applicant,
McKellar Development, feels that detached zero lot line homes would be more marketable and is requesting this amendment.
111. ANALY S I S

ordinance?
2) Will the proposed project be compatible with the existing
duplex units?

Discussion
AS proposed this project will meet all of the development standards of the planned development ordinance. Each unit will
have a two-car garage which will be large enough to provide all of the required storage. Guest parking will be available in
arking bays located throughout the pro 'ect. P 1 1
All of the new units will have access to the existing Common
recreation areas which have a swimming pool, spa, clubhouse, barbeque facilities, tennis court and restrooms. Many of the units will have a rear yard with a minimum dimension of 15 feet
All other development standards of the Planned Development
Ordinance are met by this project.
As proposed, this project also conforms with the design criteri,
of the Planned Development Ordinance.
The design of this project has been dictated by the existing
pads and public improvements. Wherever possible, existing
eucalyptus trees have been incorporated into the project.
Additional eucalyptus trees will be planted in the graded areas
to create the effect of a project built within a eucalyptus
grove.
Compatibility
As proposed, staff believes that this project will be compatibl
with the existing duplex units in Hosp Grove. The proposed zer
lot line units will have a slightly smaller floor area than the existing duplex units, but will have a similar architectural
style. Both the existing and proposed units will have wood
siding and be two stories in height.
The proposed zero lot line units of phases 2 through 5 will
join the existing homeowners association of phase 1 and share i
the maintenance costs of the common recreation area and private
driveways. In addition, the construction of these units will
eliminate erosion problems on the vacant lots and provide bette security for the common recreation area which is isolated from
the existing units.
In conclusion, staff believes the proposed project is cornpatibl
with the development standards and design criteria of the
planned development ordinance and will be compatible with the
existing units in Hosp Grove. Therefore, staff is recommending
approval of this project.
111. ENVIRONMENTAL DOCUMENTS
The Land Use Planning Manager has determined that this project
has already been considered in conjunction with a previously
certified environmental document and, therefore, has issued a
Notice of Prior Environmental Compliance dated November 18,
1983. A copy of the prior environmental documents is on file i
the Land Use Planning Office.
