Although the above steps were very effective in preventing major accidents from occurring under normal conditions, they have not eliminated the spin-offs resulting from traveling at unsafe speeds. recommended is to chip seal the road in the area where most of the accidents have occurred. Chip sealing over the pavement will provide vehicles with better
traction and will minimize the potential of hydroplaning. Chip sealing is part
of a plan which has been prepared by the City‘s Traffic Consultant , and
reviewed and approved by the Traffic Safety Coordinating Committee.
An effective measure being
Staff has obtained two bids for the chip sealing:
1. Sim J. Harris Co. $5,656 2. Southland Sealing & Paving $8,000
Staff recommends the Award of Contract to Sim J. Harris, the low bidder.
Director of Utilities & Maintenance Department has reviewed and approved this
project.
FISCAL IMPACT
The total cost of this project, including staff time, is estimated at $6,500. Funds, in the amount of $611,462, are available in the Undesignated Capital Construction Fund Balance Account No. Funds, in the amount of $6,500, shall be transferred to the Pa Road Chip Seal Account No.
OI- 51 -to-2qIO 30-18-00-3162.

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA, AUTHORIZING THE CITY MANAGER TO SIGN THE CONTRACT FOR CHIP SEALING OF A PORTION
OF PALOMAR AIRPORT ROAD.
WHEREAS, the City Council of the City of Carlsbad,
California, has determined it is necessary and in the public
interest to chip seal a portion of Palomar Airport Road;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. The above recitations are true and correct.
2. The City Manager of the City of Carlsbad is hereby
authorized to sign the contract for chip sealing of a portion of
Palomar Airport Road.
PASSED, APPROVED AND ADOPTED by the City Council of the City
adjourned of Carlsbad, California, at aheeting held the 10th day of
JanUary , 1984, by the following vote, to wit:
