ITEM EXPLANATION In March of 1982 the City Council apprmed Ordinance 9611 adopting the Ranch0 Carrillo Master Plan for the area located largely south of Palomar Airport Road at the eastern boundary of the city (location rrrap attached). The applicant is proposing two &anges to the existing master plan. The first change provides for the straightening of Palomar Airport Road on the master plan land use map. The proposed andment would keep Palomar Airport Road fairly consistent with its existing alignment (see exhibits A and B). Staff and the Planning mission see no problem with this request as it is consistent with the general plan and would prevent the need to nave existing utilities. The second part of the amendment to the master plan is a request to anend the text of the phasing section regarding roadway irrprovements. The proposed wording, worked out by staff and the applicant, muld allow the developer greater flexibility but also satisfies the requirements of the city for proper provision of improvements. Both the Planning Comission and staff are randing approval. For further information please see the attached staff report to the Planning Coxnnission and exhibits A, B and X. ENVIROIWENTALREVIEW The Land Use Planning Manager has determined that this project will not cause any significant environmental impacts, and therefore, has issued a Negative Declaration, dated November 1, 1983, which was approved by the Planning Coxnnission on December 28, 1983. FISCAL IMPACT There will be no fiscal impact on the City of Carl&ad. The developer will provide all necessary public improvements. Utilities Each of the identified utilities (solid waste disposal, gas and electric, cable TV, water and sewer fncludfng trunk sewer lines) are enterprise operations and shall be provided accordingly. Assurances of availability from each of the utilities shall be provided for each development per the requirements of the City's officially adopted public facilities policy. H. Phasing of Public Facilities The Phasfng Schedules for each of the Planning Areas of this Master Plan are shown on Table II and as set forth on pages v-14, through V-22 inclusive. Phasing of development within each of these Planning Areas shall comply with the follow- ing: 1. Development of the various Planning Areas shall occur incrementally as shown on Table II and the developer shall make provision for all public facilities shown for each planning area. However, if provision is made for all of the public facf'lftfes listed under each phase, or if the responsible agencies or departments waive or modify the stated sequen- cing of facilities listed under each phase, the various Planning Areas within that phase shall be allowed to develop randomly or as modified. 2. The minimum increment of future development approval shall be each individual Planning Area. If consistent with the approved Devel- opment Plan, a Planning Area may be divided into several subdivisions. 3. All Planning Areas within each phase must have approved tentative maps before an application for development in the subsequent phase will be accepted for processing by the City unless otherwise authorfted by the Planning Director. However, actual bufldout of Planning Areas may well extend from one phase to the next. 4. Any further modification to this phasing schedule that has not already been addressed shall be made by amendment to this Master Plan except as provided in 111.8. and H.6 ,: b below. Any such amendment shall include a 11/g/81 v-11 corresponding modification as may be appropri- ate to the phasing of public facilities neces- sary to support such Planning Area develop- ments. 5. Circulation phasing shall be done in such a manner so as to provide loop'streets and two access points to each planning area as quickly as feasible. In no event shall more than 500 units be constructed without two points of access acceptable to the City Engineer. 6. At the Master Plan stage of the planning process, it is difficult to predict the precise sequence of phasing or the traffic volumes or traffic distribution that will occur at any given stage of development. Therefore, street improvement requirements will be reviewed with each tentative map and may change from this master plan if required by the City Engineer. 7. All required rights of any way for street and traffic signal purposes must be dedicated prior to approval of final maps for the Planning Area for which the rights of way are required. 0. 9. A Planninq Area may be recorded and developed in increments. The City Enqineer may require the dedication and construction of necessary utilities, streets, and other improvements outside any particular map increment if such is needed for circulation, parking access or for the welfare or safety of future occupants of the developement. The boundaries of any final map increment shall therefore be subject to the approval of the City Ynqineer. This requirement may supercede those of the sub- areas. Where major roads are needed to support development in the master plan area, the City Engineer may require these roads to be dedicated and bonded for prior to approval of the applicable final map. The City Engineer may require that street, utility, and other improvements be installed prior to the time such improvements are otherwise required under the phasing schedule if the improvements are deemed necessary by the City Engineer. v-12 11. All street systems shall conform to the City Engineering Department Policy reqarding cul- de-sac subdivisions. This policy is as follows: POLICY: Single entry point (.cul-de-sac) subdivisions shall be permitted only when the cul-de-sac street is: A 36-foot or 400foot curb-to-curb residential street and all of the following conditions are met: a) Length of street does not exceed 600 feet.* b) Traffic volume does not exceed 500 - ADT. cl Number of dwelling units does not exceed SO. * Length may be increased to a maximum of 1200 feet with special permission of the City Enqineer. 2. A IO-foot curb-to-curb street and all of - the following conditions are met: a) Driveway or street intersections are spaced 150 feet or more apart. b) The length along streets from entrance to most remote point does not exceed one-half mile. c) Traffic volume at entrance does not exceed 1200 ADT. d) Number of dwelling units does not exceed 120 . 3. A second access must be part of the approved development plans. 12. Melrose Avenue A) Prior to approval of the first final map for any subarea the right-of-way for Melrose Avenue must be fully dedicated within that subarea. B) If developed sequentially as described in the master plan Melrose Avenue shall be constructed with half street improvements in conjunction with adjacent development prior to occupancy in adjacent planning areas. c) If development is approved out of the sequence described in the master plan within subarea two, the City Engineer may require off-site half street improvements on Melrose Avenue to ensure adequate access to planning areas , developed out of sequence. Prior to occupancy of any planninq area in subareas 3, 4 or 5 half street improvements shall be constructed on Melrose Avenue from Palomar Airport Road through the planninq area being occupied. E) An alternative to paraqraph D above is that if Melrose Avenue is connected to Alqa Road to the south prior to , its connection with Palomar Airport Road subareas 4 and 5 mav be served bv the southern connection of Melrose Avenue. In this instance Melrose Avenue shall be constructed with half street improvements in conjunction with occupancy of adjacent development. If random development of planning areas occurs under this alternative the City Engineer may require off-site improvements to Melrose Avenue to ensure adequate access to these planninq areas. F) Under any conditions, half street improvements for the entire length of Melrose Avenue must be completed from Palomar Airport Road to Alga Road prior to approval of occupancy for the 1200th dwelling unit within the master plan boundaries. G) Prior to ocdupancy being approved for the 2000th dwelling unit within the master plan, full width improvements to Melrose Avenue must be completed from Palomar Airport Road to Alga Road. v-14 13) Palomar Airport Road Prior to the approval of the final map for the first planning area within the master plan boundaries, the full wrdth of the Palomar Alrport Road right-of-way must be dedicated. The developer shall construct two 14 foot lanes with street lights and drainage structures on each side of the median area prior to any occupancy within the master plan boundaries. The developer shall paint median stripes and shall bond tar all other median rmnrovements. These median improvements shall be constructed prior to occupancy of the 1200th unit within the master plan area. The City Enaineer mav reauire the develoner to construct these improvements sooner if he finds that there is a need for the median prior to occupancy of the 1200th unit. The remainina imnrovements to Palomar Airnort Road on the north side of the centerline, will take place in conjunction with the adjacent development of planning areas T, U & V, prior to occunancv. This project will not cause any significant environmental impacts and a Negative Declaration has been issued by the Land Use Planning Manager on November 1, 1983 and approved by the Planning Commission on December 28, 1983. Zonditions: Approval is granted for MP-139(B), as shown on Exhibits "A", "B", and "X" , dated December 28, 1983, incorporated by reference and on file in the Land Use Planning Office. Development shall occur substantially as shown unless otherwis noted in these conditions. This project is approved upon the express condition that the applicant shall pay a public facilities fee as required by Cit Council Policy No. 17, dated April 2, 1982, on file with the City Clerk and incorporated herein by reference, and according to the agreement executed by the applicant for payment of said fee, a copy of that agreement, dated August 29, 1983 and September 6, 1983, is on file with the City Clerk and incorporated herein by reference. If said fee is not paid as promised, this application will not be consistent with the General Plan and approval for this project shall be void. November 23, 1983 Planning Commission Land Use Planning Office MP-139(B) - RANCH0 CARRILLO - Amendment to Master Plan to realign approved route of Palomar Airport Road, and to make minor changes to phasing of on-site public improvements. RECOMMENDATION It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Land Use Planning Manager and ADOPT Resolution No. 2223 APPROVING MP-139(B) based on the findings and subject to the conditions contained therein. II. PROJECT DESCRIPTION AND BACKGROUND The applicant is requesting two changes in the approved Ranch0 Carrillo Master Plan. One; on the Master Plan, Palomar Airport Road follows a northerly alignment to straighten out the existing curve in the roadway (see Exhibit "A"). The applicant wishes to amend the plan to show the roadway aligned much more closely with the alignment as it presently exists. Two: the applicant is requesting some changes to the phasing schedule for roadway improvements within the Master Plan area. No density changes, development standards, or other guidelines of the Master Plan would be affected by this request. III. ANALYSIS Planning Issues 1) Will the proposed alignment change result in a safety problem for the City? 2) Will the proposed phasing changes continue to accomplish the desired public improvement objectives? Discussion In the Ranch0 Carrillo area, Palomar Airport Road presently contains a curve in excess of (sharper than) the City standard for a prime arterial. The approved Ranch0 Carrillo Master Plan realigns and straightens the road, eliminating the curve. The applicant is requesting an alignment which would generally follow the existing curved alignment, but would straighten out the curve specifically to a minimum radius of 2200 feet. As such, the curve would be gentler, and meet' the curve standard for a prime arterial. The advantage to the applicant for following this alignment is that utility lines and improvements already exist along much of this route and less relocating would be necessary. Staff believes that since the requested alignment will not cause a traffic hazard, and that this alignment will provide a good separation between industrial and residential land uses, the alignment change should be granted. The applicant is also recommending changes in the phasing schedule of the Master Plan. This schedule is in the form of a table, identifying public improvements to be constructed as development of each planning area progresses. The proposed amendment would re-word the roadway improvements section to reflect the Palomar Airport Road realignment, and would allow additional flexibility in order of planning area development. Under the new wording, it would be possible to develop the site from either north to south, south to north, or a combination of both. Staff sees no problem with this flexibility, as long as a roadway link is provided and improved for each planning area as it develops. Each planning area must be able to stand on its own and provide proper access for its occupants. The amendment includes wording to reflect this concept. In addition, the revised wording is more specific regarding when dedication and improvements must be accomplished. The attached Exhibit "X" is the revised pages V-12 to V-18 of the Ranch0 Carrillo Master Plan. Underlined sentences identify new wording. Planning areas are identified on Exhibit "B" which will also be incorporated into the plan. IV. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this project will not have a significant impact on the environment, and therefore, issued a Negative Declaration on November 1, 1983. Palomar Airport Business Park January 17, 1984 City Council City of Carlsbad Carlsbad, California 92008 Ladies and Gentlemen: The Palomar Airport Business Park is currently considering the development of the property known as the Carlsbad Raceway as the site for a major industrial park which would be a major contribution to the City of Carlsbad and the north county. We have been informed by the owners of that property that a proposition is before your chambers to reconsider the alignment of Palomar Airport Road. The alignment adopted by the City Council upon approval of the Ranch0 Carrillo map, provide for Palomar Airport Road to run along the southerly border of the Carlsbad Raceway property, thereby straightening the current hazardous highway curves and providing excellent exposure and simplified access to the contemplated industrial park. Inasmuch as our firm has been exposed to litigation by virtue of what is alleged to be improper access and negligence in adhereing to traffic safety standards, both the current property owners and our firm would express extreme reservations at the abandonment of what had been agreed to by all parties of an excellent solution to an obvious problem. The current access to the Carlsbad Raceway property is far from optimal and would present serious traffic hazards should a major industrial park be developed. As an intended party and a member of the Carlsbad community, we would like the City Council to be aware of our concern that the contemplated realignment may not be in the best interest of the community, the traffic safety of the area and the economic development of the affected properties.
