ITEM EXPLANATION This item is a request for a zone code amendment to allow the consideration of miniwarehouses (commercial self storage) in the industrial and curnmercial zones by conditional use permit. This anendment is being processed at the request of the Planning Comnission. Under the proposed amendment, an applicant could apply for a miniwarehouse project and then, based on the specific location of the proposed project and the required findings for a conditional use permit, the city could either approve or deny the request. conditional use permit include campatibility with adjacent properties and adequate site design. The findings for apprpal of a Through staff review and Planning Conmission hearing, all issues on this matter have been satisfactorily resolved. ENVIRCP3MENTAL REVIEW The Land Use Planning Manager has determined that this project will not cause any significant environmental impacts and, therefore, has issued a Negative Declaration, dated Decerber 14, 1983, vhich was approved by the Planning Commission on December 28, 1983. file in the Land Use Planning Office. I. Recommendat ion It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Land Use Planning Manager and ADOPT Resolution No. 2235, recommending APPROVAL of ZCA-170 based one findings contained therein. I1 . Project Description and Analysis This amendment is being processed at the direction of the Planning Commission. The zoning ordinance does not presently list miniwarehouses (self-storage) as a permitted or conditional use in any zone. This was brought to the Commission's attention a couple of months ago and, at that time, the Commission requested that staff process an amendment to the zoning ordinance to at least provide the opportunity for an applicant to apply to the city for a miniwarehouse project. Then, based on the specific location of the project under consideration, the city could either approve or deny the request. The conditional use permit process would provide the city with this discretionary review authority. Therefore, staff is recommending that the section of the zoning ordinance which lists uses permitted by conditional use permit (Section 21.42.010) be amended to include miniwarehouse uses in any zone except residential. This would require that prior to granting approval for a miniwarehouse project that the findings for a conditional use permit be made which include compatibility with adjacent properties and adequate site design. 111. Environmental Review The Land Use Planning Manager has determined that this project will not have a significant impact on the environment and, therefore, has issued a Negative Declaration on December 14, 1983.
