RECOMMENDED ACTION:
Adopt Resolution No. 7q70 amending the Management Compensation
Plan by increasing the salary range for Land Use Planning Manager.
ITEM EXPLANATION:
The Planning Department was reorganized in 1982. At that time,
the position of Land Use Planning Manager was created and a salary
range established for the position.
there have been many improvements in the planning process and much
has been accomplished.
Since the reorganization,
The position of Land Use Planning Manager in Carlsbad is equivalent
to the job requirements and responsibilities of Planning Director in other cities. Although the planning function operates as a divi-
sion of the Building & Planning Department and the Land Use Planning Manager reports directly to the Department Head, the level of
activity and the complexity of planning problems in Carlsbad are
equal to or even exceed what one would find in other comparable
San Diego County cities.
A survey of Planning Director salaries in other San Diego County cities (National City, Coronado, La Mesa, Oceanside, Escondido,
Poway, Santee and Vista) indicates that average current salary
for Planning Directors is approximately $41,600 annually. There are no comparable positions to Carlsbad's Land Use Planning Manager in other cities. The current salary range for Land Use Planning Manager is $28,257 to $35,314.
In order to provide for a more equitable compensation level for
Land Use Planning Manager, it is recommended that the salary range
be increased 10% to $31,082 - $38,845 annually.
FISCAL IMPACT :
Maximum annual cost of this adjustment would be $3,531. Funds are
available in the Planning Department budget.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, ADOPTING
A CHANGE TO THE MANAGEMENT COMPENSATION PLAN FOR CERTAIN MANAGEMENT PERSONNEL FOR THE 1983-84 FISCAL YEAR. -
WHEREAS, the City Council upon recommendation of the City
Manager, has determined to make adjustments in compensation for
certain management personnel;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad as follows:
1. That the above recitations are true and correct.
2. That Exhibit I to the Management Compensation Plan,
attached hereto and made a part thereof, is Sdopted as the
Management Salary Schedule for 1983-84 and continuing thereafter
unless repealed or amended.
3. That the Management Compensation Plan as adopted and
effective July 4, 1983, remains in effect.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
City Council of the Cityof Carlsbad held on the 74-11 day of
Februarv , 1984, by the following vote, to wit:
