ITEM EXPLANATION: At its January meeting, the SANDAG Board of Directors approved forwarding a proposed amendment to the SANDAG Joint Powers Agree- ment to change the method of dctermining compensation foi- mer&ers of the Board of Directors. The SANDAG JPA currently provides that directors receive $50.00 for each board or executive committee meeting. The amendment would delete the amount of $50.00 and allow the Board of Directors to establish the amount of compensation. FISCAL IMPACT: No direct impact on city. EXHIBITS : 1. Letter from SANDAG dated 1/31/84. 2. Resolution No. 7a-q . 7 < B& -- LA- Sari Diego ASSOCIATION OF GOVERNMENTS Suite 524 Security Pacific Plaza 1200 Third Avenue San Diego, California 92101 (6191 236-5300 January 31,1984 TO: City Managers FROM: RE: Richard J. Huff, Executive Director SANDAG Joint Powers Agreement Amendment At their January meeting the SANDAG Board of Directors approved forwarding a proposed amendment to the SANDAG JPA (set forth below) to the cities for their consideration. Amending the JPA requires the approval of all SANDAG member agencies. This amendment to Section 7 would change the current $50.00 per meeting com- pensation received by Board members to an amount to be determined by the Board itself. Currently, Board members of agencies such as MTDB and NCTD receive $75.00 per meeting, and the SANDAG Board desires the flexibility to adjust their compensation, as appropriate, to be consistent with such other agencies without the necessity of amending the JPA to do so. The proposed amendment to Section 7 Paragraph 4 reads as follows: "Each director or a designated alternate acting in a director's absence, may receive reimbursement from SANDAG for out-of-pocket and travel expenses incurred by such director or alternate on approved organizational business. Except where prohibited by the charter, or any ordinance, rule, regulation, or policy of a member agency, each director, or a designated alternate acting in a director's absence, shall also receive 65WQ compensation for each Board meeting or Executive Committee meeting attended in an amount established from time to time by the Board of Directors. The Chairman shall receive additional monthly compensation in an amount established from time to time by the Board of Directors." We would appreciate it if you would place this item on your council's agenda for consideration as soon as possible. Please forward a certified copy of any action taken by your council to SANDAG. Thank you for your assistance. Sincerely, RICHARD J. HUFF Executive Director RJH/rw 2 MEMBER AGENCIES.
