STATEMENT
C.A.R.A., comprised of all the community youth and adult sports groups, has
requested that approval be granted to add one ball field and to renovate another at the Kelly Elementary School special use site. (Refer to Attachment A). All construction and renovation costs will be provided by the City and C.A.R.A.

The Parks & Recreation Commission at their February 27, 1984 meeting unanimously approved the C.A.R.A. request.

The Carlsbad Athletic Recreation Association (C.A.R.A.) comprised of all the community youth and adult sports groups has requested that an additional ball field be constructed and that the existing ball field be renovated because of drainage problems at the Kelly Elementary School site. All construction and renovation costs will be provided by the City or the C.A.R.A. This subject field would be used primarily by the School, Girls Bobby Sox, and Boys 'IT" Ball leagues.
(Refer to Attachment A.)
As per the City/School District Agreement, any improvements to school sites for community recreation must be approved by the Superintendent of Schools and would be at no cost to the District.
Recommendation
Approve C.A.R.A. request and direct staff to coordinate improvements and obtain proper approvals and authorization as per Ci ty/School District Agreement.

Maintenance Impact
The proposed improvements will reduce current maintenance costs other than normal wear and tear. The District currently maintains this subject area. Field preparation for league play will be provided by the community youth leagues.

Staff Analysis
In analyzing the data submitted in Attachments B & C regarding the number
of users and playing fields that are available in Carlsbad, it is apparent
that there is a lack of adequate ahtletic facilities in our community.
The City is receiving a tremendous amount of requests from community organi- zations for use of existing facilities and to provide additional sites to
accommodate future increases in population.
The City is planning to meet these needs by:
1. Community Park Development Program
2. Utilizing existing school sites with improvements
3. Private sector providing land
4. Educational parks
Summary
The need for more athletic facilities has been identified. C.A.R.A.'s
suggestion of field development at Kelly has merit.

Since the finish of last year's Little League/Bobby Sox Baseball Seasons, our group, Carlsbad Athletic and
Recreation Association (C.A.R.A.), has been evaluating the field needs for the youth of our community and looking
for a1 ternative locations.
After meetings with representatives from the Carlsbad
Recreation Department, K.C. Dunlap, and Jerry Tarman, Prin- cipal of Kelly Elementary School, it has been determined that the best location today for a new baseball field would be at Kelly Elementary School.
Recreation Department to build a baseball field on the north- east section of the upper field at Kelly Elementary School. Mr. Tarman has agreed to this request and feels it will benefit children both during school hours and afte school.
We ask that your Board allow C.A.R.A. and the Carlsbad
