ITEM EXPLA?7ATION: Mayor Casler and Councilmember Kulchin requ~st Council to consider endorsing AB 2239. Summary of AB 2239 I EXHIBIT 1 ASSEMBLY BILL 2239 (REMOVAL OF SUBSIDIES TO PRIVATE CLUBS WHICH DISCRIMINATE) AUTHORED BY ASSEMBLYWOMAN GWEN MOORE AB 2239 prohibits tax deductions for business expenses at private clubs licensed by the Department of Alcoholic Beverage Control if •. they discriminate on the basis of age, sex, race, religion or national origin in membership or services. ' ' .-) ASSEMBLY BILL 2239 Most types of private clubs in California are required not to discriminate as a condition of licensure by the Department of Alcoholi~'Beverage Control. Generally these are types of organizations for which licensure has been authorized since 1976. Clubs licensed prior to this date are not required to meet this standard and it is these clubs on which AB 2239 is focussed. The reason for this is that many of these clubs are used for business purposes for which tax deductions are taken.
