RECOMMENDED ACTION:
That Council move to endorse AB 2320 - FRAZEE which seeks a
$165,000 appropriation from the State Environmental License
Plate Fund to construct a visitor/nature center on the Buena
Vista Lagoon.
ITEM EXPLANATION:
Assemblyman Frazee has introduced AB 2320 on behalf of the
Buena Vista Lagoon Foundation. Since Carlsbad has been
actively participating in the restoration of the lagoon, he
has asked that Council take a position of support of AB 2320.

the Lagoon.

in the restoration of this precious resource, I would
hope that your Council would take a position in support
of AB 2320.

An act relating to environmental protection, and making an
appropriation therefor.
LEGISLATIVE COUNSEL'S DIGEST
AB 2320, as introduced, Frazee. Environmental
protection program: City of Oceanside.
Under existing law, there is the California Environmental
Protection Program under which moneys may be
appropriated from the California Environmental License
Plate Fund to support projects and programs of state and local
public entities which have a clearly defined benefit to the
people of the state and which have one or more specified
purposes relating to the protection or enhancement of the
environment.
This bill would appropriate $165,000 from the fund to the
City of Oceanside for the construction of a nature center at
the Buena Vista Lagoon.
Vote: majority. Appropriation: yes. Fiscal committee: yes.
State-mandated local program: no.
The people of the State of California do enact as follows:
1 SECTION 1. Notwithstanding subdivision (d) of
2 Section 21191 of the Public Resources Code, the sum of
3 one hundred sixty-five thousand dollars ($165,000) is
4 hereby appropriated from the California Environmental
5 License Plate Fund to the City of Oceanside for the
6 construction of a nature center at the Buena Vista
7 Lagoon.

The Buena Vista Lagoon Foundation would like to thank you for
your recent efforts in securing funds for the Nature Center
on Buena Vista Lagoon. Rest assured that we have no quarrel
with the efficacy of funding the weir and shore line enhancement
package. We heartily support this vital enhancement of the
Buena Vista Lagoon. We appreciate your time and effort in
attending our board meeting, so that we might clearly understand
the political and financial ramifications of the various Buena
Vista Lagoon enhancement projects.

BUENA VISTA LAGOON NATURE CENTER
The City of Oceanside proposes to construct a Nature Center
on the property located at the north side of the Buena Vista
Lagoon and east of Hill Street. This property was dedicated to
the City of Oceanside for the purpose of public access to the
Lagoon environment as a condition of approval from the Coastal
Commission on an adjoining residential development.
The City of Oceanside has since placed the property under
the care and maintenance of the Buena Vista Audubon Society.
In order for the public to truly benefit from the property
dedication, the Audubon Society, in agreement with the Department
of Fish and Game, the Buena Vista Lagoon Foundation, and Buena
Vista Lagoon.iJoint Powers Committee, have concluded that a Nature
:-J Center would be the best use for, the site. The Center would
•'-provide for increased public awareness of the value, beauty and
v need: for preserving Buena Vista Lagoon, one of the few remaining
£i- fresh water lagoons providing a wildlife habitat on the Pacific

and classes.
5. A display area for local environmental resources.
6. A meeting place for groups and organizations.
The facility will be open and available to the public on a
walk-in basis, a minimum of three days a week, and available to
schools and groups as dates and times are reserved.
The Center will be staffed and maintained almost completely
by volunteers and teachers from the Audubon Society's membership
of over 750 persons. All these activities would be in
cooperation with the Department of Fish and Game who are
responsible for the Lagoon, the Buena Vista Lagoon Foundation and
the Joint Powers Committee of Oceanside, Carlsbad and Vista.
The environment would benefit immeasurably as a result of
the increased public awareness and education of children a Center
of this type will offer. Local residents as well as any of the
thousands of tourists traveling in the area will be able to take
advantage of on-site, firsthand experiences of a wildlife
habitat, as well as the knowledge offered by the Audubon
instructors.

AB 2320 - FRAZEE SUPPORT
The City Council, at its regular meeting on March 13, 1984,
voted unanimously to support AB 2320, which appropriates
$165,000 for a Buena Vista Lagoon visitor/nature center.
The Carlsbad community has long supported the enhancement
of the lagoon. We feel the proposed nature center would be
greatly appreciated by the public, and we support the City
of Oceanside's plans to build and maintain the facility.
