CITYATTY~ CtTY MGR.M-- RECOMMENDED ACTION: That Council move to endorse SB 1808 -CRAVEN which changes the coastal zone boundary in Carlsbad, and authorize City Manager to provide staff assistance and financial support not to exceed $3,500. ITEM EXPLANATION: Senator Craven, at the request of Mayor Casler and others, has drafted SB 1808 and proposes to introduce the bill for hearing in April. The bill moves the coastal zone boundary from El Camino Real to I-5 between Agua Hedionda and Batiquitos Lagoons. In order for the bill to be properly explained to the legisla- ture, it will be necessary to compile a great deal of information documenting the history of relations between the City and the Coastal Commission over the past 10 years. Tom Hageman, our Principal Planner most familiar with the Coastal Act, will be assigned to develop the necessary information. In addition, there will be a need to prepare maps and other exhibits and to retain legislative assistance when the bill is heard in Sacramento. A committee of property owners has been formed to support the bill. The principal objective of this legislation is to restore to local government primary control over land use administration within the city limits. The current situation which requires dual control and duplication of land use processing is neither efficient, effective nor in keeping with the original intarest 1-/ J. of the Coastal Act. 11,-\<!('J'- Assemblyman Bradley has drafted an identical bill (AB 3744). FISCAL IMPACT: An unknown amount of staff time wi11)be required to support this effort.
