RECOMMENDED ACTION:
City Council adopt Resolution No. 75L/q .
ITEM EXPLANATION:
The position of Assistant Library Director is now vacant. Before filling the position, the Library Director was consulted to determine his desires on recruiting a successor. The Library Director stated a need for minor reorganization of the
Library to increase productivity. The Library Director's aim was to upgrade the Assistant Library Director classification to provide for a professional capable of assuming management control over public service programs. Part of this profession- alization changes the experience and education requirements of
the classification. The experience level has been changed from
two years of technical and paraprofessional work to five years
of professional experience with two years of supervisory experience. The educational requirements have been changed
from two years of liberal arts college work to a Masters of
Library Science degree. Therefore, the classification descrip-
tion for Assistant Library Director as modified is presented for City Council consideration. This position will be open and competitive.
FISCAL IMPACT:
There is no increased fiscal impact as the salary range remains
unchanged.

RESOLUTION NO. - 7549
A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF CARLSBAD, CALIFORNIA, CHANGING THE CLASSIFICATION DESCRIP- TION OF THE ASSISTANT LIBRARY -- DIRECTOR.
WHEREAS, the City Manager recommends and the City Council
concurs that the classification of Assistant Library Director be
changed.
NOW, THEREFORE, BE IT RESOLVED by the City Council for
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the C

Manager to change the classification of Assistant Library Director
as described in Attachment A, attached hereto and made a part
thereof.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 3rd day of April , 1984,
by the following vote to wit:

ASSISTANT LIBRARY DIRECTOR
DEFINITION
Under the administrative direction of the Library Director, to plan,
coordinate and supervise the public services programs of the City Library; to perform professional library work and to do related work
as assigned.
EXAMPLES OF DUTIES
Supervise and assist professional, paraprofessional and clerical personnel in all phases of the library's public services.
Assist in the development and implementation of the library's goals and objectives.
Participate in the selection of library materials, and perform a variety of other professional work requiring a knowledge of books and library resources.
Respond to citizen complaints and requests for information about the library's services.
Assist in the preparation of the library's budget.
Select, supervise, train, and evaluate assigned staff.
Formulate appropriate rules, procedures, and policies for the library's
public services programs and see that they are carried out.
QUALIFICATIONS
Knowledge of:
Principles and practices of professional library work.
Books, sources, bibliographies, reference material, and related
services.
Principles and practices of organization, administration, budget- ing, and personnel management.
Library automation as applied to various public services.
Ability to:
Communicate clearly and concisely, orally and in writing.
Perform technical library tasks.
Establish and maintain cooperative working relationships with those contacted in the course of work.

Experience and Education
Any combination equivalent to experience and education that
could likely provide the required knowledge and abilities
would be qualifying. A typical way to obtain the knowledge
and abilities would be:
Experience
Five years of professional library work experience,
preferably including at least two years prior library supervisory experience.
Education
Possession of a Master of Library Science degree from
an American Library Association accredited library
school.
