RECOMMENDED ACTION:
City Council adopt Resolution No. 73-573 .

The Police Department has identified changing duties of
communications operators and has worked in concurrence with
the Personnel Department to develop a revised version of this classification. The most significant change is the reduction
of the typing speed from forty to thirty words per minute. Examples of Duties has been expanded and is more specific. This revised classification description will enable the Personnel Department to effectively recruit candidates with
the desired skills.
FISCAL IMPACT:
There is no increased fiscal impact as the salary range remains
unchanged.

A RESOLUTION OF THE CITY COUNCIL OF
THE CITY OF CARLSBAD, CALIFORNIA, MODIFYING THE CLASSIFICATION DESCRIP-
TION OF COMMUNICATIONS OPERATOR I AND COMMUNICATIONS OPERATOR 11.
WHEREAS, the City Manager recommends and the City Council
concurs that the classification Communications Operator I and
Communications Operator I1 be changed.
NOW, THEREFORE, BE IT RESOLVED by the City Council for the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City
Manager to modify the classification Communications Operator I
and Communications Operator I1 as described in Attachment A,
attached hereto and made a part thereof.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
, 1984, Carlsbad City Council held on the 3rd day of April -
by the following vote, to wit:

COMMUNICATIONS OPERATOR I
COM-MUNICATIONS OPERATOR I1
DEFINITION --.--
Under general supervision, to perform emergency dispatch, clerical, and records maintenance work which ranges from routine to the complex in the support of municipal law enforcement and fire departments; and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS
Communications Operator -. I: This is an entry level class in the Communications Operator series. Employees assigned to this class normally have little experience involving police work and participate in a training program. Communications Operators I are normally
considered to be a training status and as skills, abilities and responsibility increase following successful job performance may
reasonably expect reassignment to the next higher class, Communications
Operator 11.
Communications Operator 11: Positions in this class are normally filled from the lower class of Communications Operator I. A Communi- cations Operator I1 works under general supervision and performs a
wide variety of complex clerical and emergency tasks in support of the police and fire department operations. Under the training concept
for the Communications Operator series, positions assigned to the Communications Operator I1 class when vacant may be filled at the Communications Operator I level.
EXAMPLES OF DUTIES
Receive routine and emergency calls and dispatch police, fire, and emergency medical units.
May assist in the supervision and training of less experienced
personnel.
Monitor other radio frequencies and alarm systems, and dispatch
appropriate emergency units.
Coordinate activities within the city departments as well as with other emergency service and other government jurisdictions.
Type, index, and file arrest and crime reports as well as other routine office assignments.
Take reports, handle complaints, and requests for service over the
phone and in person.
Screen and refer selected yroblems to appropriate supervisor.
Accept and route subpoenas.

Use computer terminals to inquire, enter, and check data.
Perform routine cleaning and maintenance of radio/dispatch equipment.
Female communications personnel may assist in the search and trans-
porting of female prisoners.
QUALIFICATIONS
Communications Operator I
Knowledge of:
English usage, spelling, punctuation, and grammar.
Abilitv to:
Learn to operate radio, telephone, and computer terminal equipment,
and properly dispatch emergency units under extreme pressure.
Learn and apply rules and procedures involved in maintaining police
records and files.
Type at a corrected rate of 30 words per minute.
Remain calm and communicate precisely and clearly in emergency situa-
tions,
Establish and maintain cooperative relationships with those contacted
in the course of work.
Understand and carry out oral and written directions.
Exercise sound judgement in making priority decisions.
Experience and Education
Any combination equivalent to the experience and education that could
likely provide the required knowledge and abilities is qualifying.
Communications Operator I1 -
In addition to the qualifications listed above for Communications
Operator I:
Knowledge of:
Methods and procedures involving law enforcement and fire records processing.
Basic organization and functions of municipal police and fire departments.

Ability to:
Search and handle female prisoners effectively with the assistance of
a sworn officer.
Perform duties effectively with a minimum of supervision.
ExDerience and Education
Any combination equivalent to the experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to acquire the knowledge and abilities would be one year
experience performing duties comparable to those of a Communications Operator I.
