CT 83-29/PUD-61 - TWA14'41NGTON DEPT. pLN CITY N RECOMMENDED ACTION: The Planning Commission and the staff are recommending that the City Counc direct the City Attorney's Office to prepare documents APPFOVING CT 83-29/ PUD-61. ITEPl EXPLANATION The applicant is requesting a tentative subdivision map and planned unit developrent permit for 381 units on 56.7 acres, located at the northeast c of 1-5 and Poinsettia, just south of Alta Mira. Tm product types are pro within the project area. The upper area product, along Pas- del Norte, w have single family detached units ranging in size from 1400 to 1775 square on approximately 4050 square foot lots. The prduct type utilized in the lower area, near Interstate 5, has altern access using a front and rear-loaded approach. Rear-loaded units wuld be accessed off alleys which extend from the private streets. These single f, detached units would range in size from 945 to 1397 square feet and the loi would average about 3500 square feet. All issues on the project have been resolved. Both the Planning Commissioi the staff feel that the project complies with the standards of the Planned Developnent Ordinance. Staff's concerns regarding land use and enviromn' factors such as noise, visibility from 1-5 and compatibility with the Alta project have been mitigated by the applicant. The developer has held a mec at Alta Mira and it appears that residents are comfortable that this prrojec compatible with their development. the Planning Commission conditioned the project by requiring the developer treat the site to prevent infestation by ants and to provide a combination walls and landscaping along the northerly boundary of the project. RECOMMENDATION It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Land Use Planning Manager and ADOPT Resolution’ No, 2256, recommending APPROVAL of CT 83-29/PUD based on the findings and subject to the conditions contained therein. 11. PROJECT DESCRIPTION The applicant is requesting approval of a Tentative Subdivision Map and Planned Unit Development Permit to develop 381 units on 56.7 acres, located as described above, The subject property is currently vacant, sloping downward from Paseo Del Narte to 1-5- The property extends from Poinsettia Lane to Camino De Las Ondas The site is characterized by a windrow of eucalyptus trees runnii approximately north to south. These trees would be removed to accommodate the proposed development. The 381 unit project is proposed as a gated community. The internal circulation system would primarily consist of a central through street, providing access to the project from both Paseo Del Norte and Camino De Las Ondas. The applicant is proposing to develop the site with two single family product types in seven phases. The upper area product, adjoining Paseo Del Norte, would feature one and two story three bedroom units ranging in size from 1400 to 1775 square feet. Al. units would include a private two-car garage. Lots in the upper area would average 45 feet in width and 90 feet in depth. The product type utilized in the lower area, adjoining Interstate 5, would make use of an alternating front and rear-loaded approach. Each unit would include a private two-car garage.
