RECOMMENDED ACTION:
That Council authorize the disposition of property by negotiation
and direct the City Attorney to prepare the necessary documents
to accept T. E. Blonski's offer.
ITEM EXPLANATION:
The City owns an 8,015 sq. ft. parcel along Carlsbad Boulevard
south of Palomar Airport Road. The parcel is land locked, has no
access to a public street, and is of no practical use to the City.
Mr. Blonski and Pacific Coast Hotels, Ltd. have submitted a plan
to the City for construction of a hotel on the surrounding four-
acre parcel and they desire to include the City parcel in the
hotel development.
It has been determined that the parcel is surplus land, that it
could be used only by the owner of the surrounding land (Blonski),
and that the City can obtain the best return by disposing of the
property by negotiation. The Parks & Recreation Director indicates
that the land is useless for parks purposes. Likewise, the Housing
Department has found the property useless for housing purposes.
After discussions with the City Manager, Mr. Blonski has offered
to pay the same price for the City parcel as was paid for the
surrounding land - $4.37 sq. ft.
It is recommended that this offer be accepted. If the City Council
concurs, your action is to authorize disposition of the property by
negotiation and direct the City Attorney to prepare documents to
sell the property by opening an escrow to transfer title to Blonski
upon issuance of a building permit for the property.
FISCAL IMPACT:
City would receive $35,025.55 for the parcel less escrow costs
to be shared with buyer.

Please accept my thanks for allowing Bruce Ferrell
and myself to meet with you and your staff on Thursday, March 8, 1984.
As a follow-up to our discussion regarding our in-
terest in acquiring a land-locked remnant parcel containing 8,015
square feet I am enclosing the following documentation:
1. An MAI appraisal prepared by Tom Diamond indi-
cating the square footage of 8,015.

2. A Preliminary Title Report indicating the legal
description and a parcel map indicating the location of the site in
relation to our site.
3. Copies of Escrow closing documents indicating
the purchase price of our 3.9-4 acre parcel which sold for a total price
of $750,000 which calculates to $4.37 per square foot. Based on this
purchase price you suggested that the City of Carlsbad would consider
an offer on the same basis.
The calculation of 8,015 square feet at $4.37 per
square foot equals $35,025.55 for the city owned parcel. I am hereby
making this offer to the City of Carlsbad to be paid in full upon the
issuance a building permit and after approval by all City of Carlsbad
agencies and the Coastal Commission.
Your early presentation of this offer to the City
Council would be appreciated.

Dear Mr. Gonzales:
You have asked that I analyze the value of this property
as a letter report.
This irregular shaped 8,015 SQFT parcel is bounded by the
A.T.4 S.P. right of way, an overpass for Palomar Airport
Road and the 3.34 acre parcel which your company controls.
A recent Preliminary Report by California-World Title
Company indicates three items:
1) The property has no rights of ingress or egress.
2) An easement to the Carlsbad Municipal Water
District.
3) An easement to San Diego Gas & Electric Company.
In addition, the subject property has regularly flooded
because of drainage from the surrounding area.
There is no way of using this property except by the
surrounding owners. It is unlikely that the railroad would
grant access. The overpass blocks access through other
property owned by the the City of Carlsbad. The property
your company controls offers the only reasonable access to
the parcels except by helicopter.
There is no Highest and Best Use for the property. At some
price* it would be purchased in speculation that your
company would purchase it. The definition of market value
which assumes a willing buyer/seller and an open market
transaction. Based on this definition, the speculative
value of the property is $5,000 to $8,000.
There are other factors to consider. First, the City of
Carlsbad must weight the following factors:
1) It has no demand or requirement to sell the parcel.
2) It has an obligation to the public to obtain the
maximum price for any property at sells.
3) If it sells this parcel to your company, it can
expect added user taxes and property taxes because j
your building will be larger. j
Obviously, your company is the only entity to which this J
parcel has significant value. j
