In order to construct the Poinsettia Lane Bridge over the A.T.&
S.F. Railway, a high-pressure gas line, owned by the Southern California Gas Company, must be relocated to avoid a conflict with
accommodate the City's project, the entire cost of the work must be borne by the City. Southern California Gas Company's estimate for the relocation work is $106,030, of which 50% or $53,015 must be paid prior to the start of the actual work. The gas company is ready to start the work immediately upon receipt of the first payment and it will take about 3 weeks to complete.
FISCAL IMPACT:
Funds in the amount of $1,255,294 have been budgeted in Account No.
30-18-40-3079 and will come from Developer's contributions. $368,852 is currently available in two trust accounts from Sequoia
Pacific and Occidental. Lusk has posted a bond for $841,000 and
will be sent a letter requesting payment of the funds.

ITEM EXPLANATION:
The design of the Poinsettia Lane Bridge has been completed. This project involves a two-lane bridge over the A.T.& S.F. Railway, approaches on each side of the bridge, and connection of Poinsettia Lane from Avenida Encina to Carlsbad Boulevard.
The Engineer's Estimate for the project is $1,070,000. The expenditures of $45,000 for railroad signal work and $106,000 for the gas line relocation were not anticipated and may cause the project to go over budget.
A more precise figure on the cost of the project will be available
after bids are opened. Additional costs above the Developer's
contributions must be borne by the City.

STRUCTION OF THE POINSETTIA LANE BRIDGE (PROJECT NO. 3079).
PPROVING PLANS AND SPECIFICATIONS, AND AUTHORIZING THE CITY CLERK TO INVITE BIDS FOR THE CON-
WHEREAS, the City Council of the City of Carlsbad has determined it is
necessary and in the public interest to construct the Poinsettia Lane Bridge;
and
WHEREAS, plans and specifications for the furnishing of all labor, material,
tools, equipment, transportation, and other expenses necessary or incidental for
said project, Contract No. 3079, have been prepared and are on file in the
Engineering Department of the City of Carlsbad and are incorporated by reference
herein; and
WHEREAS, the City has on deposit funds in the amount of $368,852 which have
been paid to the City by Developers to fund this project and said funds are held
in Account Nos. 80-9206-0519 and 80-9207-0519;
NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad
as follows:

1. That certain work authorization for Southern California Gas Company for

by reference, is hereby approved.
2. The Mayor of the City of Carlsbad is hereby authorized and directed to
execute said work authorization for and on behalf of the City of Carlsbad.
