RECOMMENDED ACTION:
Approve the refund of the following fees:

The following fees have been collected by the city and should be refunded to
the appropriate parties:

for an EIA and Specific Plan (SP-19~):
on February 21, 1984. Upon reGon-
sideration they tleceided to ~edesign
and resubmit their application which:
will not be until late ·Fall, 1984 ..
They are requesting a refund on the ,
amount already pa-id and will pay for·
new EIA and Specific Plan when ready.~,
Mr. Leeper paid for Bui~ding-perrnit
#82-213 in the anount of $2 .• 593.63
of which $1,584.00 was for-school
fees in the San Marcos District. The ·
pennit has since e}(J?ireq and the
building was not .constructed. Mr.
Leeper has ~sted a refund for
the amount of school fees paid.
Any refund of fees reduce the amount of revenue available to the city.; -however,
the city may not retain fees collected in error, collected for services which
cannot be rendert!d, or collected with the intention of using said fees for a
deposit to guarantee the completion of a task once the task is completed.
