CM CITY RECOMMENDED ACTION: That Council approve a proposal to adjust the boundary betwe Oceanside and Carlsbad and request Oceanside City Council tc consider. ITEM EXPLANATION: Oceanside has had an irregular boundary with Carlsbad for m: years. In 1983, several meetings were held between city plz and the Mayors of each city to consider adjusting the exist: boundary to establish a more logical line along Highway 78. current boundary lies along Buena Vista Creek. The plan which seems to have the most merit is to set the cf line of Highway 78 as the boundary between Jefferson Street Carlsbad's east city limits near College Avenue. The main advantage of the change is to place the land on thc side of Highway 78 in Carlsbad where it can readily receive fire and other city services. Currently, the land lying bel Highway 78 and Buena Vista Creek is in Oceanside city limit: the only street access is south to Carlsbad. Another issue involves the Hughes property on the east side Jefferson at Highway 78. That land is vacant. The owner i: ing to build an office building. There is no street access Jefferson because of the freeway on-ramp. The developer wi to build a bridge over Buena Vista Creek and take access ovc Plaza Camino Real parking lot to Monroe Street in Carlsbad. During discussions of this change, it was Oceanside's desirc keep the existing boundary west of Jefferson Street.
