ARTIFICIAL SEAWEED PROCESS
Assemblyman Frazee's office has notified us that there is a
good chance that funds can be made available to fund an
experimental beach restoration project using the artificial
seaweed concept.
The money is in the special license plate fund to be used for
environmental purposes. State Senator Gary Hart is also
interested in obtaining some of the money for a similar
project in Santa Maria.
Assemblyman Frazee proposes an appropriation bill to obtain
this funding. Appropriation bills must be submitted by this
Friday and will be heard in committee in about 2 weeks.
In order to obtain this money, it is necessary for the City
of Carlsbad to express a willingness to contribute funds to
the project. The amount to be contributed by the City would
then be matched by a similar or possibly greater amount by
the State. The amount available from the State can be as much
as $150,000 to $200,000.
The money does not have to be appropriated now but a commitment
is needed by tomorrow, April 25, in order for the bill to be
written. The commitment would be only that the expenditure of
City funds would then be subject to the State contributing, and
approval by the necessary State agencies.
SDG&E has agreed verbally to provide the installation as their
contribution to the project.
The City Attorney says he sees no legal problems for such an
arrangement.

COUNCIL Council approved the artificial seaweed concept and indicated their intention
ACTION: to appropriate $150,000 for the beach restoration project subject to
4-24-84 restrictions that the state contribute the money they promised, the approvals
are obtained from all the necessary state agencies and environmental review
is performed.
