RECOMMENDED ACTION:
Approve Resolution No. 7576 authorizing amending the classi- fication and salary plan.
ITEM EXPLANATION:
The opening of a branch library creates a need for a new classi- fication in the library series. The need is for a supervisory
level technical position to be responsible for the operation of the branch. Following the development of other classification
series of Building Inspector and Maintenance Worker, the
Personnel Department in concurrence with the Library recommends
the establishment of the Library Assistant I11 classification.
This provides an entry level position of Library Assistant I,
a journey level position of Library Assistant 11, and a super-
visory level position of Library Assistant I11 for library
classifications.
FISCAL IMPACT:
The proposed change would require a salary addition of approxi-
mately $3,666.62 for the first year, assuming a Library
Assistant I1 is replaced by a Library Assistant 111.

A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, AMENDING THE CLASSIFICATION AND SALARY PLAN OF
THE CITY TO INCLUDE THE CLASSIFICATION OF LIBRARY ASSISTANT 111.
WHEREAS, the City Manager recommends and the City Council
concurs, that the classification of Library Assistant I11 should
be included in the city's classification and salary plan.
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, as follows:
1. That the above recitations are true and correct.
2. That the City Council authorizes and directs the City
Manager to add the classification of Library Assistant I11 as
3. That the City Council authorizes and directs the City
Manager to add the title of Library Assistant I11 to the appro-
priate city salary plan as shown on Attachment B, attached hereto
and made a part thereof.
PASSED, APPROVED, AND ADOPTED at a regular meeting of the
Carlsbad City Council held on the 1st day of May , 198
described in Attachment A, attached hereto and made a part thereof.

LIBRARY ASSISTANT I11
DEF IN IT I ON
Under general direction, to perform a variety of paraprofessional and technical work in the City Library; to supervise the work of other
technical and clerical employees; and to do related work as assigned.
DISTINGUISHING CHARACTERISTICS
Positions in this class are expected to perform the most technical work
in the library and the supervision of other technical personnel.
EXAMPLES OF DUTIES
Perform a variety of technical library tasks such as control and distribution of audio-visual materials, and coordination and operation of bookmobile or branch services.
Perform a variety of technical library tasks involving collections,
reference services, outreach services, public relations, cataloging,
library materials processing, and assistance to patrons.
Assist in planning and conducting children's library programs.
Assist in cataloging and processing of library materials.
Conduct tours and direct patrons to reference materials, or refer to a librarian for answers to difficult reference questions.
Replace books, periodicals, and other library materials to shelves; clean and repair books; maintain card catalogs.
Maintain a variety of general and statistical reports and records.
Design and prepare library publicity materials, newsletters, and
related informational documents.
Work at the circulation desk to charge books in and out.
Instruct patrons regarding the location of library resources.
Assist in the preparation and distribution of a wide variety of audio-visual materials.
Supervise, schedule, and assign work to part-time and full-time staff.
OUALIFICATIONS
Knowledge of:
Library systems and procedures.
Basic types.of resources available in a municipal public library.

Basic principles of supervision.
Ability to:
Perform a wide variety of technical library work without
supervision.
Establish and carry out routine systems and procedures.
Perform paraprofessional work involving library collections,
cataloging, and other reference services.
Supervise and evaluate staff personnel.
Experience
Five years experience performing technical library work.
