RECOMMENDED ACTION:
Staff is recommending that the City Council, by minute notion, authorize July
17, 1984, as a general plan amendment public hearing date.
ITEM EXPLANATION
State law restricts amendment to the Land Use Element of the General Plan to
four times a year. Currently the City Council has two scheduled Land Use
Element hearings, one in June, and one in November. The two other hearings are
"floating" and can be scheduled at the discretion of the City Council.
Staff is requesting the July 17, 1984 hearing so that the Bressi Ranch property
(southeast corner of Palomar Airport Road and El Camino Real), originally
scheduled for public hearing in June, will not have to wait until November when
the second regularly scheduled general plan amendment hearings will be held.
Normally, the Council does not schedule an additional hearing unless special
circumstances exist. Staff feels that the Bressi situation is special in that
their application was accepted in time for the June hearing but because of EIR
complications they have been held-up. In addition, their proposal is not a
change from one designation to another but is a request to replace the Non-
Residential Reserve designation, a holding category, with a standard
designation. For these reasons, staff feels that a hearing on July 17, is
justified.
FISCAL IMPACT
There will be no fiscal impact created by establishment of this hearing.
ENVIRONMENTAL REVIEW
No environmental review is required.
