HD.~ CITY MGR.E CITY ATTYM RECOMME'NDED ACTION: Council accept the offer to dedicate street right of way 5L and authorize City Engineer to construct half street. BACKGROUND : Appian Way south of Elm Avenue is a fully improved street except for a 220 foot section at 2410 Appian Way. This is the long term residence of Diane and John Frazee. For various reasons, the subdivider of land in that area was not required to put in a full street on Appian Road. Because of increased traffic in the area the half street section constitutes a traffic hazard. Mr. Frazee desires to add a room onto his house. City ordinance requires full street improvements to be installed. Mr. Frazee is willing to dedicate the street widening but is unwilling to pay for the improvements. Because of the circumstances on this parcel it is my recommendation that the City pay for the improvements because the street benefits the general public more than the property owner. Cost of the improvements is $40,000. ALTERNATIVES 1. Deny building permit and require owner to dedicate and improve street. 2. Accept dedication and require owner to pay for curb and sidewalk and City pay for street widening and grading. 1.
