ITEM EXPLANATION
This item is a request to amend a 138 lot tentative tract map that
previously approved on 194.3 acres of land located approximately 1 mile ea
El Camino Real at the eastern terminus of Sunny Creek mad in the R-E
Specifically, the applicant is asking for the following amendments:

Divide the project into 5 phases;
Create a recreation lot containing two tennis courts; and
Realign 34 lots to accommdate an existing SDGbE easement which runs north/south through the property.
The request does not include any new residential lots. It is being brought
because of the above listed mendments, Also, some of the original mndit have been revised to reflect existing city standards and policies.
The Planning Commission found that the project met all requirements of
subdivision ordinance and the R-E zone and that the proposed amendment does substantially change the previously approved project.
Through staff review and Planning Commission hearing, all issues on this m2
have been satisfactorily resolved.
ENVIRONMENTAL REVIEW
This project has undergone previous environmental review and a Notice of P
Enviromntal Compliance has been issued on March 7, 1984.
FISCAL IMPACT
The applicant will provide all required public improvements to the projf
~lso, the applicant has agreed to pay a public facilities fee to offset
costs of providing all other public services.

tract map on 194.3 acres located approximately one mile east of El Camino Real at the eastern terminus of Sunny Creek Road in the R-E zone.
I. RECOMMENDATION
It is recommended that the Planning Commission ADOPT Resolution
No. 2291 recommending APPROVAL of CT 83-9(A) to the City Council based on the findings and subject to the conditions contained
therein.
I1 . PROJECT DESCRIPTION
The applicant is requesting an amendment to a previously approve
138 unit tentative tract map. The proposed amendment would not increase the density of the project. This amendment would
accomplish three things:
1) Divide the project into five phases;
2) Create a recreation lot containing two tennis courts; and
3) Revise the configuration of 34 lots to accommodate an

111. ANALYSIS
Planning Issues

Discussion
Staff believes that the proposed changes will not adversely affect the previously approved project. As mentioned previously, there will be no change in the number of units and all of the
residential lots will have an area of at least one acre. The proposed revisions to the lot configurations to accommodate the
SDG&E easement will create easier to develop lots.
The proposed common recreation lot will be located near the intersection of "A" Street and "B" Street. This lot will have an
area of one acre. Two tennis courts and off-street parking will be provided on this lot.
The proposed phasing will divide the project into five phases.
The applicant will be able to develop up to the 121st unit prior to providing a second point of access. This is in conformance with the City of Carlsbad's cul-de-sac policy.
In conclusion, staff believes that the proposed changes are substantially in conformance with the previously approved project and will not adversely impact the rural character of the proposed project. Staff, therefore, recommends approval of CT 83-9(A).
I11 . ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that this project has already been considered in conjunction with a previously certified environmental document and, therefore, has issued a Notice of Prior Environmental Compliance dated March 7, 1984. A copy of the prior environmental documents is on file in the Land
Use Planning Off ice.

11. PROJECT DESCRIPTION AND EACKGROUND
The applicant requests approval of a 138 lot residential estate
subdivision located as described above. The subject property i
194 acres in size and the stiSdivision includes a four and
one-half acre detached parcel located 400 feet to the west of t' property.
and is characterized by hilly terrain. Several vegetated gulli

proposing to place open space easenents on the more sigcificant ones as shown on Exhibit "A".
The property is presently being used as agriculture
The property is remotely located and no public streets serve it
at the present tine. Using Exhibit "A" as a reference, B Stree would be extended westward to connect to the future college
Avenue. D Street would eventually connect to the future extension of Cannon Road which will run east and west and will
located north of the subject site. These two streets would
provide access to the site. Approximately 140,000 cubic yards
grading will be required to create the street system within the

As a point of background, the applicant submitted a previous development proposal on this site earlier this year.

Planning Issues
1. Does the subdivision meet the intent of the R-E zone?
'Discussion
The stated intent and purpose of the R-E zone is to provide for large residential lots in harmony with the property's natural
terrain and wildlife. Development within this zone should creatc
a rural environment maintaining large natural open spaces betweei
structures and retaining asriculture when feasible- with this intent, the R-E zone requires a minimum one-acre lot
size that increases up to a four-acre minimum lot size depending on the slope of the property.
Staff believes the proposed subdivision meets the intent of the
R-E zone. The applicant proposes 138 lots, all at least one acrc
in size and all meeting the slo?e/lot area requirements of the zone. In adC'ition, the applicant is proposing to preserve existing wildlife habitats and riparian areas Sy placing open
space easements over the more significant ones on site. This includes the sloped area adjacent to the Dawson/Los E.ionos Canyon
east of the subject property.
All the lots will be sold individually, however, a set of restrictions adopted as part of the final subdivision will
ensure that proper setbacks, design and grading standards are
maintained throuchout the development.
