HP. lrtbft\ CITYATTYVni 'ML/PITY MRR ^^ O 1 j Oz i RECOMMENDED ACTION: The Planning Commission and staff are recommending that the City Council: 1) CERTIFY EIR 83-8 and direct the City Attorney's Office to prepare documents DENYING GPA/LU 83-14 and ZC-278. 2) CONTINUE GPA/LU 84-2 to the next general plan amendment hearing date in November, 1984. 3) Direct the City Attorney's Office to prepare documents APPROVING GPA/LU 84-3 and CT 83-20 and introduce Ordinance No. ^77 <=} , APPROVING ZC-304. ITEM EXPLANATION This is the first regularly-scheduled general plan amendment hearing for 1984. Three proposals for amendment to the land use element of the general plan have been requested. Staff and the Planning Commission are recommending that the City Council approve one (GPA/LU 84-3/ZC-304/CT 83-20 - Alanda), uphold the Planning Commission's decision to deny another (GPA/LU 83-14/ZC-278 - Carlsbad Land Investors) and continue the third (GPA/LU 84-2 - Monroe Street). A summary of the three requests is as follows: 1) SIR 83-8/GPA/LU 83-14/ZC-278 - Carlsbad Land Investors - A request to change the general plan land use designation from RL (0-1.5 du's/acre) to RLM (0-4 du's/acre) and C (Commercial) for property located south of Palomar Airport Road and east of Laurel Tree Lane. The applicant is also requesting certification of a corresponding EIR and approval of a zone change. The Planning Commission denied the requested general plan amendment and zone change and the applicant is appealing the denial to the City Council. 2) GPA/LU 84-2 - Monroe Street - A request to change the general plan land use designation from RLM (0-4 du's/acre) to RH (20-30 du's/acre) for property on the east side of Monroe Street directly across from Carlsbad High School. The Planning Commission denied this request and the applicant is appealing the denial to the City Council. 3) GPA/LU 84-3/ZC-304/CT 83-20 - Alanda - A request to change the general plan land use designation from RM (4-10 du's/acre) to RMH (10-20 du's/acre) for property located on the northwest corner of Elm Avenue and El Camino Real. The applicant is also requesting a corresponding zone change and a tentative tract map for the portion of the property located to the south of Elm Street. The Planning Commission recommended that this project be approved. Separate agenda bills for each request are attached.
