RECOMMENDED ACTION:
The Planning carmission and staff me recamrending that the City Oouncil, by minute mtion, CEKPIFY EIR 83-8 and direct the Attorney's Office to wepare docmerits DEal of GPA/UI 83-14 and ZC-278.
This item is an appeal of a planning carmission denial of a general plan mnd- ment and a aone change. The applicant requested a change in land use fran law
(RL) density (0-1.5 duls/ac) to lmim (RLM) density (0-4 duls/ac) and cunnercial (C), and a corresponding aone change on property located south of Palomar Airport Rmd and east of Laurel Tree Lane (location mp attached) .
The praposed change to RLM and C wuld permit m additional 125 units on the property plus 6 acres of ccmerical use. Both the Planning Carmission and the staff felt that the proposed increase in density was inappropriate because of the mise and impact from the airport and from the Hughes helicopter tests. The envirorrmental inpact report also indicates that it will increase traffic by 10,000 PJrr over the existing general plan and will create additional traffic at the intersection of Palomar Airport €bad and College Boulevard, aich is
projected to be a very congested intersection.
Several people spoke against the proposal at the Planning Carmission meting, including a representative from Hughes Aircraft. In denying the zpplication, the Planning Cmission indicated that staff should take a Look at the land use in this area to see if there are other appmpriate uses.

There will be no fiscal inpact fran the project if denied. If the project is approved the applicant would ultimately be required -0 provide public inprovements and would pay a public facility fee to offset other necessary ifigrovements .
