Through staff review and Planning Connnission hearing, all issues on

An environmental impact report was prepared for this project
identified all the environmental impacts; 2) suggested mitigation

I. RECOMMENDATION
It is recommended that the Planning Commission:
1) ADOPT Resol.ution No. 2294 recommending CERTIFICATION -3-9 to the City Council based on the findings contained therein, and;
2) ADOPT Resol.ution Nos. 2295 and 2296 recommending
APPROVAL of ZC-290 and CT 83-25/MHP 83-2 to the City Council based on the findings and subject to the conditions contained therein.
11. PROJECT DESCRIPTION
The applicant is requesting approval for: 1) the certificati of an Environmental. Impact Report, 2) a zone change to the Mc Home Park (RMHP) zone, and 3) a Tentative Tract Map and Mobil Home Park Permit for 112 mobile home lots on 29.8 acres. The
proposed project lies in a recently incorporated area on the
side of El Camino Fleal, adjacent to the Carlsbad Research Cer
northern boundary.
The site is presently vacant, sloping moderately to steeply c
from El Camino Real ... The General Plan designation for the
property is RLM (0-4 du/ac) and the zoning is R-1-10,000. AI
proposed mobile home parks require a chanqe of zone to RMHP a mobile home park permit.
111. EIR 83-9 Major Impacts
1 ) Geology/Grading -
Preliminary geologi-cal investigations of the site in conjunct
with the EIR, have identified a possible ancient landslide
covering over one-half of the site. This landslide area may susceptible to slope failures caused by weak clay stones underlying that portion of the site. To reduce the likelihoc
movement in this area, mitigation will include a buttress, approximately 80 to 90 feet in length, to be located at the downslope end of the slide area.

2) Biological Resources
The Environmental I.mpact Report identifies two rare and endangered plant species on the site; San Diego Thornmint and
Brodiaea Filifolia. The San Diego Thornmint species is locat in an area which is proposed to remain in natural open space.
Mitigation of impacts to Brodiaea Filifolia will involve
site containing this population, and professional transplanta of remaining plants into this fenced preserve area.
3) Land Use
The Environmental Impact Report points out that while the majority of the site lies in the RLM General Plan designation
approximately three acres of the project lie within the PI
(Planned Industrial) land use category. To mitigate this
inconsistency, the project has been redesigned to avoid the utilization of industrial acreage. The EIR further indicates that the design of the proposed project does not justify the requested density, based on the City’s adopted formula for calculating such density. To mitigate this impact, the proje
has been redesigned to incorporate design features such as curvilinear drives, reduced grading, and increased setbacks o
El Camino Real.
4) Traffic Circulation
The EIR states that the preliminary site plan for the propose development is in conflict with the City’s roadway design standards, specifically, cul-de-sac length and geometry. To mitgate this impact, the redesigned project incorporates City standards into its on-site circulation.

aligned through the Carlsbad Research Center Business Park
immediately to the south of the project. The property to the
west, on the upper portions of the plateau, is currently beinc
used for agricultural purposes and is designated for planned
industrial uses. A single family residence exists on a 10-aci parcel on the north-east corner of the site. North of the property, the designated land uses are RLM. The Wersching
commercial site lies directly across El Camino Real from the project.
The proposed mobile home park will result in a density of 3.7)
du/ac. As such, it is consistent with the land use designatic
for the site. The setback off El Camino Real (65-foot minimui
will receive special treatment to enhance its scenic status. conditioned, this treatment will include extensive landscapinc mounding, and decorative walls. The project meets all
development standards of the "El Camino Real Development
Standards'' study.
The internal street system, with access originating off Slippc
Hill Road, will provide access to individual homes through a
system of private streets. As shown on Exhibits llBn and "C",
these streets are somewhat curvilinear, to reflect the projec
relationship with the site's topography. Although the tentat
map does not indicate actual unit siting on each lot, the lot
all have sufficient width and buildable area to meet all development standards of the RMHP zone. The natural/manufact slope on the western boundary of the site should provide the project adequate separation from the future industrial uses tl
located on the top of the plateau. A fenced biological
preservation area for the Brodiaea Filifolia will also be loc
on this slope area.
The proposed project is generally sensitive to the natural terrain. Two areas which will result in rather high manufact
slopes (along El Camino Real frontage and at westerly boundar site) are the steepest existing places on the undeveloped sit These slopes will be contoured and landscaped to give a more natural appearance. The final grading scheme will include measures to mitigate any geotechnical problems on the site.
As a result of these factors, staff concludes that the propos project is suitable for the site, is compatible with surround future uses, meets the standards of the RMHP zone, and addres the environmental constraints of the site.
