ITEM EXPLANATION: The city and representatives of the Carlsbad Cit Emplo ees ' Association failed to reach agreement regarding salary and other terms and conditions of employment for Fiscal Year 1984- 1985. The resulting impasse was resolved by the City Council under the authority of Section 2.48.130 of the Carlsbad Municipal Code by the adoption of Resolution No. 7,53/& , directing certain compensation and other changes for represented employees. Salary changes directed are forwarded for City Council consideration. FISCAL IMPACT: The fiscal impact for Fiscal Year 1984-1985 will be an additional cost of approximately $216,000. EXHIBIT: 1. RESOLUTION NO. 7667 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA, AUTHORIZING CHANGES AFFECTING EMPLOYEES REPRESENTED BY THE CARLSBAD CITY EMPLOYEES' ASSOCIATION. AND- DIRECTING CERTAIN SALARY COMPENSATION WHEREAS, representatives of the city and the Carlsbad City Zmployees' Association have failed to reach agreement concerning the salary and other terms and conditions of employment for Fiscal Year 1984-1985; and WHEREAS, such failure to reach agreement has resulted in an impasse and said impasse having been resolved by the City Council under the authority of Section 2.48.130 of the Carlsbad Municipal Zode; NOW, THEREFORE, BE IT RESOLVED by the City Council of the Zity of Carlsbad, as follows: 1. That the above recitations are true and correct; 2.
