RECOMMENDED ACTION:
Adopt Resolution Nos. *J Jo fa £ and 7 £? & 6? » calling the General
Muncipal Election and requesting the Board of Supervisors to conduct the
election.
ITEM EXPLANATION:
In preparation for the General Municipal Election, it is necessary for Council
to adopt documents calling the election and requesting the San Diego County
Board of Supervisors to conduct the election. The resolutions attached will
complete that action.
EXHIBITS;
1. Resolution No. "J fa, CoS~, calling and giving notice of a General Municipal
Election to be held on November 6, 1984.
2. Resolution No. 1 ' (o (e (p , requesting the Board of Supervisors to conduct the
election and combine it with the statewide election to be held the same
day.
FISCAL IMPACT;
The cost of the election will be approximately $ .20 per registered voter.
If the General Municipal Election were held in April, the cost would be
approximately $ .75 per registered voter.
RESOLUTION NO. 7665
A RESOLUTION OF THE CITY COUNCIL OF THE CITY
OF CARLSBAD, CALIFORNIA, CALLING AND GIVING
NOTICE.OF THE HOLDING OF A GENERAL MUNICIPAL
ELECTION TO BE HELD IN SAID CITY ON TUESDAY
NOVEMBER 6, 1984 FOR THE ELECTION OF CERTAIN
OFFICERS OF SAID CITY AS REQUIRED BY THE
f. PROVISIONS OF THE LAWS OF THE STATE OF CALIFORNIA
0 RELATING TO GENERAL LAW CITIES.

7 WHEREAS, under the provisions of the laws relating to

General Law Cities in the State of California, a General
9 Municipal Election shall be held on November 6, 1984, for the
election of municipal officers; and
WHEREAS, the City Council of Carlsbad has an elected
12 Mayor not being voted upon in this election; and
13 WHEREAS, the City Council has determined to invoke the
14 provisions of Section 34906 of the Government Code which pertains
15 to evenly staggered terms for Council Members when the Mayor is
16 an elected position.
17 NOW THEREFORE, THE CITY COUNCIL OF THE CITY OF CARLSBAD,
TO
CALIFORNIA, DOES HEREBY RESOLVE, DECLARE, DETERMINE AND ORDER AS
19 FOLLOWS:
20 SECTION 1. That pursuant to the requirements of the
21 laws of the State of California relating to General Law Cities
22 within said State, there shall be, and there is hereby called and
23 ordered, held in the City of Carlsbad, California, on Tuesday,
24 November 6, 1984, a General Municipal Election of the qualified
25 electors of said City for the purpose of electing three members
26 of the City Council of the City.

1 SECTION 2. In accordance with Section 34906 of the
2 Government Code which pertains to evenly staggered terms when the
3 Mayor is an elected position, the three candidates who receive
4 the highest number of votes will serve as elected members of the
5 City Council. Of the three elected members, the two who receive
6 the highest number of votes will serve full terms of four (k)
7 years and the one of the three members elected who receives the
8 least number of votes will serve a short term of two (2) years.
9 SECTION 3. That the polls for the election shall be
10 open at seven o'clock a.m. of the day of the election and shall
11 remain open continuously from that time until eight o'clock p.m.
12 of the same day when the polls shall be closed, except as
13 provided in Section 14301 of the Election Code of the State of
14 California.
15 SECTION 4. That notice of the time and place of
16 holding said election is hereby given and the City Clerk is
17 hereby authorized, instructed and directed to give such further
18 or additional notice of said election, in time, form and manner
19 as required by law.
20 SECTION 5. That the City Clerk shall certify to the
21 passage and adoption of this Resolution; shall enter the same in
22 the book of original Resolutions of said City; and shall make a
23 minute of passage and adoption thereof in the records of the
24 proceedings of the City Council of said City, in the minutes of
25 the meeting at which the same is passed and adopted.

RESOLUTION NO. 7666
A RESOLUTION REQUESTING THE BOARD OF
2 | SUPERVISORS TO CONDUCT THE ELECTION OF
THE CITY OF CARLSBAD, ON TUESDAY,
3 NOVEMBER 6, 1984 AND TO CONSOLIDATE THAT
ELECTION WITH OTHER ELECTIONS TO BE
4 HELD ON THE SAME DAY.

Q WHEREAS, the City of Carlsbad has called an election to
be held in this City of Carlsbad on November 6, 1984; and
8 WHEREAS, Section 439.1 of the Administrative Code of
the County of San Diego authorizes the Registrar of Voters of
10 the County of San Diego to render specified services relating
11 to the conduct of an election to any City which has by
12 resolution requested the Board of Supervisors to permit the
13 Registrar to render the services, subject to requirements set
14j forth in that section; and
15 WHEREAS, the City of Carlsbad called an election to be
16 held on the same day in the same territory or in territory that
17 is in part the same;
18 WHEREAS, pursuant to Part 2.5 (commencing with § 23300),
19 Division 14 of the Elections Code, the Board of Supervisors has
20 authority to consolidate public district, city, county, or other
21 political subdivision elections with each other and with a
22 statewide election to be held on the same day;
23 NOW, THEREFORE, BE IT RESOLVED, that pursuant to the
^4 above-cited provisions, the Board of Supervisors of the County of
25 San Diego is hereby requested to permit the Registrar of Voters
26 to perform and render all services and proceedings incidental to
27 and connected with the conduct of the subject election of the
28 City of Carlsbad, with the cooperation and assistance of the City
1 Clerk of the City of Carlsbad, such services to include, but not
2 to be limited to the following activities as are appropriate to
3 the subject election:
4 1. Furnish a tabulation of the number of registered
5 voters in each precinct.
6 2. Examine the signatures on nomination papers or
7 petitions of candidates for public office.
8 3. Establish voting precincts, secure locations for
9 places, secure the services of election officers for each
10 precinct as required by law, and furnish a list of precincts,
11 polling places, and election officers for filing in the office of
12 the City Clerk of the City of Carlsbad.
13 4-. Prepare and furnish to the election officers
14 necessary election supplies for the conduct of the election.
15 5. Cause to be translated, as appropriate, and printed
16 the requisite number of sample ballots, official ballots, polling
17 place slips, rosters, tally sheets, and other necessary forms.
18 6. Furnish and address the envelopes necessary to mail
19 sample ballots to the registered voters of the City of Carlsbad.
20 7. Insert the sample ballots and other printed matter
21 into envelopes for mailing, and cause the same to be mailed, as
22 required by law.
23 8. Assemble the election material and supplies into
24 ballot bags and make necessary arrangements for their delivery to
25 the various precincts.

1 9. Distribute absent voter ballots as required by
2 law.
3 10. Receive the returns of the elections and supplies.
4 11. Sort and assemble the election material and
5 supplies in preparation for the canvassing of the returns of the
6 election.
7 12. Canvass the returns of the election, including the
8 absent voters ballots.
9 13. Furnish a tabulation of the number of votes given in
10 each precinct.
11 14. Make all arrangements and take the necessary steps
12 to pay the members of the precinct boards, the polling place
13 rentals, the persons returning the ballot bags, and to pay all
14 other costs of the election incurred as the result of services
15 performed for the City of Carlsbad and pay for the election
16 officials the amounts prescribed by the Board of Supervisors of
17 the County of San Diego.
18 BE IT FURTHER RESOLVED that pursuant to the requirements
19 of the laws of the State of California relating to General Law
20 Cities within said State, the election of the qualified electors
21 of the City of Carlsbad was called for the purpose of electing
22 three members of the City Council of said City. In accordance
23 with Section 34906 of the Government Code, the two members
24 elected who receive the highest number of votes will serve a full
25 term of four (4) years, and the one member elected who receives
26 the least number of votes will serve a short term of two (2)
27 years.

1 BE IT FURTHER RESOLVED that the Board of Supervisors of
2 the County of San Diego is hereby requested to consolidate this
3 election with the other elections to be held on the same day, in
4 the same territory, or in territory that is in part the same.
5 BE IT FURTHER RESOLVED that if this consolidation is
Q ordered, then pursuant to Section 23306 of the Elections Code,
7 (a) the election shall be held in all respects as if there were
8 only one election; (b) only one form of ballot shall be used; and
9 (c) the Registrar of Voters of the County of San Diego shall
10 canvass the returns of the subject election as part of the
11 canvass of the returns of the election or elections consolidated
12 hereby.
13 BE IT FURTHER RESOLVED that if this consolidation is
14 ordered, then pursuant to Section 23305 of the Election Code,
15 within the territories affected by this order of consolidation,
16 the election precincts, polling places, voting booths and polling
17 hours shall, in every case be the same, and there shall be only
18 one set of election officers in each of the precincts.
19 BE IT FURTHER RESOLVED that the County of San Diego
20 shall be reimbursed in full for the services performed by the
21 Registrar of Voters for the City of Carlsbad upon presentation of
22 bill therefor.
23 BE IT FURTHER RESOLVED AND ORDERED that the City Clerk
24 of the City of Carlsbad Is hereby directed to deliver forthwith
25 certified copies of this resolution to the Clerk of the Board of
26 Supervisors of the County of San Diego and to the Registrar of
27 Voters of the County of San Diego.
