RECOMMENDED ACTION:
Adopt Resolution No. 7673 , approvj-ng CT 83-20.
ITEM EXPLANATION
The City Council, at your meeting of June 5, 1984 directed the City Attorney to prepare a resolution approving CT 83-2 Alanda. The Council also introduced Ordinance No. 9719 approving ZC-304 and indicated your intention to approve a general plan amendment for the property, GPA/LU 84-3.
The general plan amendment for Alanda is being held along with the one for Carlsbad Land Investors until the Council can consider the other general plan amendments scheduled fo public hearing at your meeting of July 17, 1984. When the Council has completed action on those, we will combine all 1 the pending items in one general plan amendment. The ordinance granting the zone change will be presented to Council at that time.
The resolution, to be effective upon approval of the other documents, is being brought forward now, to allow the
developer and the City Manager to begin working as soon as possible on alternative financing plans for the constructio of Elm Avenue. In that regard the resolution contains a ne condition recommended by the City Manager which provides an opportunity for the developer to attempt to put an alternative financing plan together for t.he construction of
Elm Avenue which would be satisfactory tcl the City Council. Unless such a plan is approved prior to t.he approval of the final map the developer would remain responsible for bondin?

A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF
CARLSBAD, CALIFORNIA APPROVING WITH CONDITIONS
73 UNIT TENTATIVE MAP CT 83-20 ON 36 ACRES OF PROPERTY GENERALLY LOCATED ON THE NORTHWEST AND
SOUTHWEST CORNER OF EL CAMINO REAL AND FUTURE E AVENUE. APPLICANT: ALANDA

WHEREAS, on April 25, 1984, the Carlsbad Planning
Commission adopted Resolution No. 2284 approving tentative
map CT 83-20; and
WHEREAS, the City Council on June 5, 1984 held a 1
hearing to consider the recommendations and heard all persc
interested in or opposed to tentative tract map CT 83-20; i
WHEREAS, said tentative tract map has undergone prc
environmental reveiw and a Notice of Prior Environmental
Compliance has been issued on April 4, 1984.
