MTG. 7/24/84 ADDITIONAL REGULAR CITY COUNCIL CITY A'ITY DEPT. CA MEETINGS CITY MGR. RECOMMENDED ACTION - If the City Council concurs your action is to introduce Ordinance No. /17--' ITEM EXPLANATI01. The City Manager has asked our office to prepare an ordinance which would implement a suggestion from the Mayor that we provide for regular Council meetings on the first four Tuesdays of each month. The Mayor's suggestion is based on the fact that for some time our practice has been to have four regular meetings. The existing municipal code section only provides for regular meetings on the first and third Tuesdays. That necessitates us remembering to adjourn the meeting to the next week. Technically adjourned meetings should be limited to items which appeared on the agenda for the regular meeting. In practice we have been introducing new agenda items for adjourned meetings. The Mayor feels amending the ordinance will avoid the necessity of adjourning Council meetings, will allow for an even spreading of the work load, and avoid criticisms of action being taken on the "off Tuesday" meetings. Attached is Ordinance No. /,2 '13 which amends Section 1.20.010 of the Carlsbad Municipal Code to provide that the City Council shall hold regular meetings on the first four Tuesdays of each month. It is not necessary to amend any other sections of the City Council's procedural ordinance. We will simply apply the regular agenda process on a weekly rather than bi-weekly schedule. The Code will continue to provide that the Council can have adjourned or workshop meetings, where action may not be taken, as they deem necessary. If the Council would wish to not have a regularly scheduled meeting that can be taken care of by announcing the Council's intentions in that regard a week in advance. The Code already contains provisions for the City Clerk to appear at the appointed time and place and adjourn the meeting in the absence of the Council. AN ORDINANCE OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA AMENDING TITLE 1, CHAPTER 1.20 OF THE CARLSBAD MUNICIPAL CODE BY THE AMENDMENT OF SECTION 1.20.010 TO PROVIDE FOR REGULAR MEETINGS OF THE CITY COUNCIL ON THE FIRST FOUR TUESDAYS OF EACH MONTH. The City Council of the City of Carlsbad, California does ordain as follows: SECTION 1: That Title 1, Chapter 1.20 of the Carlsbad Municipal Code is amended by the amendment of the first sentence of Section 1.20.010 to read as follows: "The City Council shall hold regular meetings on the first four Tuesdays of each month at the hour of 6:00 p.m. in the Council Chambers at the City Hall, 1200 Elm Avenue, Carlsbad or such other place to which a meeting is adjourned." EFFECTIVE DATE: This ordinance shall be effective thirty days after its adoption, and the City Clerk shall certify to the adoption of this ordinance and cause it to be published at least once in the Carlsbad Journal within fifteen days after its adoption.
