P % g 4 2 0 5 U =! 0 z 3 0 0 C CI*F CARLSBAD - AGEND~ILL - RECOMM EN OED ACTION: Both the Planning Staff and Planning Commission recommend tha this application be APPROVED and that the City Attorney be directed to prepare documents APPROVING CT 83-32/PUD-62, per Planning Commission Resolution No. 2292 ITEM EXPLANATION This item is a 204 unit tentative tract map and planned unit development located in Village Q in the northeast portion of Calavera Hills Master Plan. The site is on the west side of future College Boulevard. The site is 51.4 acres in size and proposed density is 3.97 du's/acre. This density is at the l- end of the density range of 0-4 du's/acre designated by the general plan. The development would be entirely single famil detached units ranging in size from 1530 to 1906 square feet. The proposed lots would average 4500 square feet in area. The Planning Commission was concerned about the project's proposed density of 3.97 du's/acre. Specifically, it felt tlr project did not have sufficient recreational amenities to jus the top end of the density range and that this density could create traffic problems in the vicinity. The Planning Commission, therefore, placed a condition requiring the devel to set aside and improve three acres of land for recreational purposes. The three acre area would be located on the future subdivision. This condition was also placed on the Village 1 project which is being considered at the same time. The thrc acres would have to be improved by the developer and maintair by the homeowners of Villages Q and T. The Planning Commiss: upon review of the SANDAG computer traffic models, concluded this project would not create adverse traffic impacts in the Calavera Hills Master Plan area. The Planning Commission found that the project met all requirements of the Planned Development Ordinance and the Calavera Hills Master Plan. Staff recommends that the Planninq Commission APPROVE the Negati Declaration issued by the Land Use Planning Manager and ADOPT Resolutions No. 2292 and 2289, APPROVING CT 83-32/PUD-62 and CT 83-19/PUD-46 b ased on the findings and subject to the conditions contained therein. Discussion These items were continued-from the Planning Commission meeting of May 23, 1984. At that time, the Commission expressed mncerr over the density of the proposed projects. The major concern was in terms of how this density would effect traffic cirulatior in the Calavera Hills area. The Commission indicated it wanted to review the City's Circulation Element Amendment (GPA/C 84-1) prior to making a decision on these two projects. Since that time, the Commission has reviewed and made a recommendation to the City Council for GPA/C 84-1. SANDAG computer models indicate that the street system in the Calavera Hills Master Plan area is adequate to handle the additional traffic that would be generated by these projects. Tamarack Avenue and Elm Avenue could handle up to 20,000 trips per d-ay while College Avenue could handle up to 40,000 trips pel day. The figures on the attached exhibit show that the amount of traffic on these roads will be below these figures. The Commission should be aware that the proposed density at these sites could contribute to future traffic congestion at tht intersection of El Camino Real and College Avenue. In addition if Tamarack Avenue is downgraded between 1-5 and El Camino Real Interstate 5. In conclusion, staff believes that the street system in the Calavera Hills Master Plan area can handle the traffic generatec by the proposed project and recommends approval of CT 83-19/PUD. and CT 83-32/PUD-62. RECOMMENDATION It is recommended that the Planning Commission APPROVE the Nega- tive Declaration issued by the Land Use Planning Manager and ADOPT Resolution No, 2292, recommending APPROVAL of CT 93-32] -2, based on the findings and subject to the conditions contained therein. 11. PROJECT DESCRIPTION The applicant is requesting approval of a tentative subdivision map and a planned unit development for 204 units in Village Q of the Calavera Hills Master Plan, located as described above. The project site is 51.4 acres in size and surrounds an existing water tank. The proposed density is 3.97 du's/acre which is within the 0-4 du's/acre density range designated for this site by the Calavera Hills Master Plan and the City's General Plan. The subject property is currently covered with native vegetation. The project site is bounded by Oceanside to the north and the proposed extension of College Boulevard to the east. The applicant is proposing to develop 204 single family homes in three phases. The two-story units would range in size from 1530 to 1906 square feet. The proposed lots would average approximately 4500 square feet. 111. Village Q has been designated for clustered single family development with a maximum of 205 units. All affected units would meet or exceed a required 30 foot building setback from Tamarack Avenue. AS mentioned previously, this density is at the top end of the density allowed by the general plan designation of 0-4 du/ac fo~ this site. Staff believes that the requested density is the recreation requirements of the Planned Development Ordinance. The project provides both active and passive common recreation areas as well as private recreation areas. The project has incorporated the design and grading standards of thc Calavera Hills Master Plan, as well as many of the concepts expressed in the City of Carlsbad's Design Guidelines Manual. The proposed project would satisfy all development standards of the Planned Development Ordinance. Each unit would include a private two-car garage with a minimum area of 400 square feet. This would provide adequate space to fulfill storage requirements. Guest parking would be accommodated on the private streets servicing the project. Nearly all of the units would have a private rear yard with a minimum dimension of 15 feet. Additionally, the applicant woulc provide five common recreation areas including passive and active facilities. The active area would include a lap pool an( lawn court. The other passive areas would be equipped with picnic tables, barbeques, children's playground equipment and a horse shoe pit. The combined useable recreation area would total approximately 40,000 square feet, providing in excess of 25 square feet of active and 170 square feet of passive area pe unit. Staff also believes that the proposed project satisfies all design criteria of the Planned Development Ordinance. Existing steep slopes adjacent to Glasgow Drive and the extension of College Boulevard would be left in a natural state. Several of the cul-de-sacs have been designed to provide view corridors ou over these slopes. Recreation areas are conveniently located and feature a variety of amenities. The project has been designed to provide access to the tank site and a future development to surround it. A special 40 foot landscaped setback would be provided for all north-oriented units to scree Highway 78 and the South Coast Asphalt quarry site.
