HD.-=Br:\......__ CITY ATTY\) f A CITYMGR.:;;Jt-- RECOMMENDED ACTION: The Planning Commission is recommending that the City Council direct the City Attorney's Office to prepare documents APPROVING GPA/C 84-1 per Planning Commission Resolution No. 2306. ITEM EXPLANATION This item is a major amendment to the City's Circulation Element of the General Plan. This amendment considers the location and classification of all secondary, major and prime arterials within the City's sphere of influence. To ensure citizen participation and to help in the analysis of this element, the City Council appointed a citizen's advisory committee in early 1983. This Committee has met weekly since that time to consider the major circulation issues and has made recommendation to the Planning Commission. Since the Planning Commission hearing, however, the Committee has met once again and has modified some of its _ original recommendations. Also, the City's Land Use Planning and Engineering staffs have made recommendations to the Planning Commission. A detailed summary sheet has been attached to this report which gives the staff recommendation, the Committee's recommendation to the Planning Commission, the Committee's revisions to its original recommendations (in bold type) and the Planning Commission's recommendation. Only five recommendations are still at issue. These are (1) Rancho del Oro, (2) Melrose/Rancho Santa Fe, (3) Tamarack Avenue, (4) Lagoon Lane, and (5) Avenida Encinas, south of Poinsettia Avenue. A supplemental staff report· is attached discussing these issues in detail. A minor issue relates to the definition of a collector street. The existing definition of a collector is a street that serves 500 -5000 ADT (Average Daily Trips). The Circulation Committee, based on the recommendation of the former City Engineer, -" recommended a new collector street standard of 500 -10,000 ADT. This recommendation was adopted by the Planning Commission. Since that time, the existing City Engineer has reconsidered the definition of a collector street and has recommended that the existing standards (500 -5000 ADT) be retained (see memo, dated July 5, 1984). Also, the City Engineer, Land Use Planning Office -and the Research and Analysis Manager jointly recommend a new "controlled" collector category (5000 -10,000 ADT) (see memo, dated July ·23, 1984). This street would have the same width as a collector street but would be more restrictive in regards to driveway access points •
