CARLSBAD COMMUNITY EDUCATION INC. (CCEI)
In December 1982 the City Council directed staff to proceed with the formation of a non-profit corporation to be responsible for the mailing of the quarterly City newsletter and the periodic Parks and Recreation bulletins. The principle reason for forming the corporation was to take advantage of reduced postage rates available to non-profit corpor-
ations.
During 1983 the City staff, acting as the board of directors of CCEI, applied to the post office for permission to mail the City newsletter at the non-profit rate. The post office denied the City's request dfi the basis that the Carlsbad Report did not qualify as educational material.
Since that time the Board of CCEI has reapplied to the post office-and has been denied each time. The post office continues to maintain that the City's quarterly newsletter does not meet their definition of educational material.
Since the post office has refused to grant non-profit mailing privileges to CCEI, the City continues to pay the regular bulk rate for postage for each newsletter mailing.
It is the opinion of the Board that CCEI is serving no useful purpose if the City cannot take advantage of the reduced postage rates. There appears to be no other purpose for continuing to maintain the existence of CCEI.
Therefore, the Board recommends that CCEI be dissolved. An agenda bill which will accomplish the dissolution of CCEI is attached. If the City Manager agrees with the recomnendation, this agenda bill may be submitted to tM City Clerk for inclusion on the next available Council agenda.
