RECOMMENDED ACTION: PER DEPT. HD..& CITY UGR.- CITY All'Y 'IF& City Council adopt Resolution No. 77/G adopting the classi- fication description of Code Enforcement Officer. ITEM EXPLANATION: On June 26, 1984, City Council adopted the FY1984-85 budget. Included within the budget in the Building Department is a new position of Code Enforcement Officer. Department in concurrence with the Building Department has prepared a classification description and appropriate salary for Code Enforcement Officer. The salary recommended in the budget was at R30, $690.81 - $822.82 biweekly. A completed salary survey indicates that this is low and the Personnel' Department recommends a salary of R34, $753.99 - $899.74 biweekly. The Personnel FISCAL IMPACT : Salary and benefits $27,198 - $31,836 annually. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of Code Enforcement Officer as described in Attachment A, attached hereto and made a part thereof. 3. That the City Council authorizes and directs the City Manager to add the title of Code Enforcement Officer to the appropriate city salary plan as shown on Attachment B, attached hereto and made a part thereof. RAUTENKRANZ, City -C@rk (SEAL) I Att; iment A Resolution No. -- 7716 CODE ENFORCEMENT OFFICER DEFINITION Under general supervision, to perform field and office work to enforce and ensure compliance of occupancy, zoning, sign, vehicle abatement, building code and other ordinances, and to do related work as required. EXAMPLES OF DUTIES Investigate complaints involving violations and illegal uses of private property or public right-of-way such as noise, animal control, vehicle storage, littering, and zoning. Enforce state and local zoning, building land use regulations, and ordinances regulating such as those for commercial stores, contrac- tors and subcontractors, residences, and commercial establishments. Provide information to builders, property owners, and the general public through individual contact in the field, over the counter, and by telephone. Address and resolve complaints regarding enforcement and compliance. Keep records of investigations made and action taken. Maintain inspection files, records, and logs. Write reports and chronologies. Prepare notices regarding violations and conduct reinspections. Coordinate actions with other city departments in the enforcement of code violations. Make court appearances. Conduct field investigations for compliance with codes. QUALIFICATIONS Knowledcre of: Laws and ordinances pertaining to zoning and land uses. Procedures involved in the investigation and enforcement of codes and regulations. Principles and practices of municipal zoning and land use. Code Enforcement Officer (cont. ) Ability to: Read, properly interpret, and make decisions pertaining to laws, regulations, and policies. Deal with the public tactfully, yet firmly. Establish and maintain cooperative relationships with those contacted in the course of work. Communicate clearly and concisely, orally and in writing. Understand and carry out oral and written directions. Experience and Education Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Exserience Two years of experience performing code compliance work, or similar public contact of an investigating or inspec- tion nature. Education Equivalent to completion 0-f the twelfth grade, including or supplemented by courses in planning, law, public administration, law enforcement, or a related field. Necessary Special Requirement Possession of a valid Class I11 California driver's license.
