RECOMMENDED ACTION:
If Council wishes to proceed with the project, their action would
be to adopt Resolution 7723 , a resolution of support for the
project requesting that the state budget funds for the project in the state budget; and authorize city staff to solicit proposals to do the preliminary engineering and to prepare an environmental impact report on the project and to prepare documents transferring
funds for preliminary engineering and preparation of the environ-
mental impact report.
ITEM EXPLANATION :
During the Council workshop on Beach Erosion, one of the projects
discussed was installation of a sea wall along the foot of the
bluff from the Aqua Hedionda Lagoon inlet northerly. George Armstrong, the representative from State Boating and Waterways, indicated such a project could be funded, in part, by State Boat- ing and Waterways. The fact that storm damage to the bluffs could result in disruption of the roadway and utilities at the top of the bluff increased chances of funding. He further indicated that State Boating and Waterways considered such a project as the second
line of defense against storm damage. He encouraged efforts to extend beaches and sandbars as the first line of defense. State Boating and Waterways, however, is limited to fund project such as
the sea wall.
Earlier this year, the Mayor reported to Council about a conversa-
tion she had with senior staff from State Boating and Waterways.
In that conversation, the City was encouraged to submit an appli-
cation for project funding in Fiscal Year 1985-86. In a follow-up
conversation with t-he same State Boating and Waterways staff, city
staff concluded that the timetable described could not be met because of the dates mentioned for completion of environmental review. It was suggested by city staff that, if the Council desired to proceed with such a project, it be scheduled for fund-
ing in Fiscal Year 1986-87.
Late last week we received another phone call from State Boating
and Waterways in Sacramento. They strongly encouraged the City to
apply for project funding in Fiscal Year 1985-86. They indicated
that they thought the chances of funding were very good. They
also said that the draft environmental impact report did not have to be in until the first of the year. All we needed now was the Resolution of Support.
Staff has reviewed the draft timetable for a sea wall project and
is of the opinion that, if the Council acted before the end of the
month, the draft environmental impact report could be completed
prior to the first of the year. The accelerated schedule could

result in construction during the Spring of 1986. An alternate timetable would seek funding during Fiscal Year 1986-87 with
construction in late 1986 or the Spring of 1987. State Boating and Waterways' staff has not stated the chances of funding in Fiscal Year 1986-87.
If the Council wishes to proceed with a project on the earlier time schedule, they would need to adopt a Resolution of Support
requesting the State to budget funds for the project. The Council would also need to commit funds for the preparation of the environmental impact report and for preliminary engineering on the project.
PROJECT SPECIFICS:
- LIMITS - From the inlet to the Aqua Hedionda Lagoon northerly
to Oak Street, a distance of approximately 4,400 feet.
- COST - Roughly estimated at $4,150,000.
- STATE & LOCAL SHARE - State 75%; local share 25%.
- SOURCE OF LOCAL FUNDS - Capital project sources, redevelopment funds, assessment districts.
- REQUIRED CITY COMMITMENT - Capital funds for local share in Fiscal Year 1985-86. Funds for the
preparation of the environmental impact report and preliminary engi- neering study funds estimated at $50,000 should be committed now.
FISCAL IMPACT:
Project costs estimated at $4,150,000 would be funded 75% from State Boating and Waterways ($3,112,500) and 25% from local sources ($1,037,500). Local funds could come from any non-state source. Estimated cost of preparing the preliminary engineering report and the environmental impact report is $50,000. Exact amount of appropriation could be accomplished after proposals
are received.
ENVIRONMENTAL REVIEW:
Discussions with Land Use Planning staff indicate that this
project will require a focused environmental impact report.

RESOLUTION NO. 7723
A RESOLUTION OF THE CITY COUNCIL OF.THE CITY OF
CARLSBAD, CALIFORNIA, SUPPORTING THE CARLSBAD STATE BEACH BLUFF EROSION PROJECT AND REQUESTING
INCLUSION OF THE PROJECT IN THE 1985-86 FISCAL
YEAR STATE BUDGET.
WHEREAS, the City of Carlsbad has been required to expend
large sums of money to restore bluff slip-outs caused by storm
damage; and
WHEREAS, continued erosion of the coastal bluffs could under-
mine adjoining roadways resulting in serious damage to the City's
infrastructure: and
WHEREAS, the California Department of Boating and Waterways
is now proceeding to include a sea wall project from.Oak Street
to the Agua Hedionda Lagoon inlet in the state budget for the
1985-86 Fiscal Year; and
WHEREAS, the project cost estimate is $4,150,000, of which
the local share would be $1,037,500 (25%); and
WHEREAS, the City will pursue all possible funding sources
to raise the local share of the project costs: and
WHEREAS, this resolution does not obligate the City to
allocate funds and proceed with the project;
NOW, THEREFORE, BE IT RESOLVED by the City Council of the
City of Carlsbad, California, that we support the Carlsbad State
Beach Bluff Protection project and request inclusion of the
project in the 1985-86 Fiscal Year state budget.
