Adopt Resolution No. 77 ' pproving Library participation in Tri-
City Literacy Coalition application for California Library Services
Act (CLSA) grant to fund continuation of Literacy Program, and
authorizing expenditure of funds upon receipt of award.
ITEM EXPLANATION:
Studies nationally, and in California, show that one out of five adults
is functionally illiterate. Statistics show that 80% of the juveniles
brought before the court are unable to read well enough to function
adequately in our society. Illiteracy impacts adversely on the local
community, its citizens, workers, consumers and families as crime,
welfare and unemployment increase.
To help mitigate this problem, the California State Library committed
$2.5 million in LSCA funds so public libraries and their communities
could provide resources to strengthen existing programs which address
the problem of adult literacy.
Carlsbad, Oceanside and Vista libraries, along with local community
agencies such as Laubach Literacy Action and Literacy Volunteers of
America, formed the Tri-City Literacy Coalition and submitted a grant
application. The application was approved to run from January 1, 1984
through September 30, 1984. Carlsbad has acted as the lead agency in
submitting this proposal and is acting as the fiscal agent for the
grant. The program has been successful with two more literacy classes
established in the Tri-City area, three home tutors, 52 new tutors
available, and 37 new students.
Recognizing the importance of such programs and the need to continue
those established, the California State Library budgeted to augment
the California Library Services Act by $2,635,000 to extend the
Literacy Program through June 30, 1985. On August 24, 1984 notifica-
tion was sent from the California Library Services Board inviting
existing Literacy Grant recipients to submit an application for the
extension of the grant.
FISCAL IMPACT:
Estimated cost for the additional nine month project is $80,857. The
application is for $80,857. In -kind contributions would amount to
$9,000. Carlsbad's share of in -kind would be $3,000 (staff salaries
and materials collection). Administrative costs of an estimated
$5,989 are included in the proposal.

On August 17, 1984 the California Library Services Board approved a motion
# directing me, as Chief Executive Officer of the Board, to invite existing
literacy services funded by LSCA to continue their services under CLSA
funding through June, 1985 (see enclosure 3).
Each public library which is a participating member in CLSA and currently
has a literacy service project funded by LSCA is eligible for continuation
funding. A CLSA Budget Request Form and Plan of Service (CLSA form number
' 46) and CLSA Claim Form (CLSA form number 47) are enclosed and must bcre-
turned to the CLSA office by September 14, 1984. Approved funding to con-
tinue your program will be announced before October 1, 1984.

For existing literacy service programs that have budgeted activities under
LSCA beyond October 1, 1984, you should develop a CLSA budget that will
cover continuation of activities up to June 30, 1985. You may not request
CLSA funds to cover activities which are being carried on past September
using encumbered LSCA funds. Your request should not exceed the amount of
LSCA funds you received previously.
The attached budget request (CLSA 46, page 1) display shows:

if you wish to request CLSA funds to continue literacy services, please complete
columns A, B, and C. If indirect costs are shown in column C please append a
brief explanation of the services provided and the method of calculating the
cost. It is essential that you indicate the date on which you expect to have
completely liquidated your LSCA CLC funds in the space provided at the bottom of
the form. Please also attach the signed CLSA Claim Form (CLSA 47) and return
both forms and any other documentation NO LATER THAN SEPTEMBER 14, 1984.
The California Library Services Board has approved this continuation based on:
1) Your agreement to continue your program and current objectives
under the criteria established for approved LSCA grant awards
2) The expectation that additional students will be brought into
the service program with this additional funding
3) The understanding that the program will encompass continuing
services established in existing communities up to June 30, 1985.
If you request an increase over LSCA funding in any category, a justification must
be appended to the Budget Request Form (CLSA 46).
If you are interested in expanding services and coalition development to new com-
munities, a limited amount of CLSA funds may be available January 1, 1985 for such
expansion. You will be notified if and when you will be given an opportunity to
request funds for that purpose.

The extension of thA Literacy Program by the State Library
virtually guarantees that existing programs will be re-
funded. Due to time constraints, the agenda bill request-
ing approval to apply for the grant also contains authoriza-
tion to expend funds upon receipt of the award. This will
allow payment of the rent and other ongoing expenses in a
timely manner.
The budget for continuation oy the program has the following

6 WHEREAS, the City Council of the City of Carlsbad, California
7 _continues to recognize the need to wage a campaign to combat adult
8 illiteracy to the maximum degree, and
9 WHEREAS, the Carlsbad City Library, in conjunction with the
10 Oceanside Public Library and Vista Branch of the San Diego County
11 Library, were instrumental in the establishment of the Tri-City
12 Literacy Coalition, which was funded under a literacy grant made
13 available under the Library Services and Construction Act (LSCA),
14 and
15 WHEREAS, funds to continue the Literacy Program for an
16 additional nine months are available under an augmentation grant
17 from the California Library Services Act (CLSA);
18 NOW, THEREFORE, BE IT RESOLVED by the City Council of the
19 City of Carlsbad, California as follows:
20 1. That the above recitations are true and correct.
21 2. That the Library is hereby authorized to continue
22 participation in the Tri-City Literacy Coalition.
23 3. That staff is hereby authorized and directed to submit
24 said application, and expend funds upon receipt of award.
