Adopt Resolution No.~(e__expressing support of the Alcohol and Drug Abuse
Prevention Task Force (ADAPT).
ITEM EXPLANATION:
The Alcohol and Drug Abuse Prevention Task Force (ADAPT) was organized in September
1983. The members of the board of directors consist of elected officials of the
County of San Di ego, City of San Di ego City Counci 1 and members of severa 1 schoo 1
districts of the county. The mission of ADAPT is to reduce the incidences of drug
and alcohol abuse throughout San Diego County with emphasis on the youth and their
families.
The goals of ADAPT include:
1. To provide recommnedations for legislation to City, County, State and Federal
Governments.
2. To dQVelop commitm~nt among public officials for, and to provide leadership and
direction to, drua and alcohol abuse prevention in San Diego County.
3. As elected officials co provide a forum for the public to discuss drug and alcohol
programs and their effectiveness. To make recommendations based on these findings
as appropriate.
4. To determine what the current level of drug and alcohol abuse is among youth in
San Diego County.
5. To promote cooperation between public and private service sectors.
6. To promote a countywide, comprehensive, consistent, school-based program of dr~g
and alcohol abuse prevention.
7. To identify and secure sources of financial support for task force activities.
8. To educate and sensitize the media to the impact of drug and alcohol abuse on
youth, families and the community.

RESOLUTION NO. 7736 -----
A RESOLUTION OF THE CITY COUNCIL OF THE
CITY OF CARLSBAD, CALIFORNIA, EXPRESSING
SUPPORT OF THE ALCOHOL AND DRUG ABUSE
PREVENTION TASK FORCE
WHEREAS, teenage alcohol and drug abuse and misuse are of significant
6 concern, and
,
7 WHEREAS, in an effort to confront school-age alcohol and drug abuse in
a communitie~ in San Diego County, there has been established an Alcohol and
9 Drug Abuse Prevention Task Force (ADAPT), and
10 WHEREAS, the City Council recognizes t!1e importance of civic leaders,
11 educators, parents and all community members working together to combat this
12 significant problem, anrl
13 WHEREAS, it is our belief that this task force will be effettive in working
14 together in a unified effort with other community organizations to attack the
15 probiem of teenage substance abuse.
16 NOW, THEREFORE~ BE IT RESOLVED that the City Council of Carlsbad
17 does hereby express its strong support of the Alcohol and Drug Abuse
18 Prevention Task Force and will support the efforts of same in working with
19 other community organizations and citizen groups in focusing attention on this
20 problem.
21 BE IT FURTHER RESOLVED that the City Clerk of the City of Carlsbad be,
22 and she is hereby directed to forward a certified copy of this -:-esolution to
23 Bill Mitchell, Chairman of the Alcohol and Drug Abuse Task Force.

Last September, the Alcohol and Drug Abuse Prevention Task
Force (AD.A.PT) , with members from the City and County of San
Diego, the San Diego County Board of Education, San Diego Uni-
fied, Poway and San Dieguito School Districts, was organized. The
mission of the task force is to reduce 1:he incidence of drug and
alcohol abuse throughout San Diego County, with emphasis on youth
and their families.
The purpose of this lEtter is to ask your assistance in
scheduling a time when I can speak to your City Council about
ADAPT. My secretary, Debby, will be contacting you within the:
