HD..~ CITY AlTYW MISCELLANEOUS SALARY PLAN DEPT. PER I RECOMMENDED ACTION: City Council adopt Resolution No. 77y7 adopting the classi- fication description of Police Records Clerk I and Police Records Clerk 11. ITEM EXPLANATION: On June 26, 1984, City Council adopted the FY1984-85 budget. Included within the budget in the Police Department are three new positions with a new classification title of Police Records Clerk. The Personnel Department in concurrence with the Police Department has prepared a classsification description and appropriate salary range for Police Records Clerk I and 11. The recommended salary range for Police Records Clerk I is R19, $545.84 - $647.08. Police Records Clerk I1 is recommended at R21, $569.35 - $676.24. FISCAL IMPACT: Salary and benefits, Police Records Clerk I, $20,514 - $23,741 annually. Salary and benefits, Police Records Clerk 11, $21,260 - $24,671, annually. WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Police Records Clerk I and Police Records Clerk I1 should be included in the city's Classification and Salary Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. 2. That the above recitations are true and correct. That the City Council authorizes and directs the City Manager to add the classification of Police Records Clerk I and Police Records Clerk I1 as described in Attachment A, attached hereto and made a part thereof. 3. POLICE RECORDS CLERK I POLICE RECORDS CLERK I1 DEFINITION Under general supervision, to perform a variety of clerical duties including police records maintenance, receive visitors and data entry; and to do related work as assigned. DISTINGUISHING CHARACTERISTICS Police Records Clerk I: This is the entrance level for police records handling, for which incumbents are required to have typing skills but no previous clerical experience. Employees in this class normally work under continuous supervision performing repetitive tasks. As assigned responsibility and breadth of knowl- edge increase through successful job performance, incumbents may reasonably expect their positions to be reassigned to the next higher class of Police Records Clerk 11. Police Records Clerk 11: Positions in this class are normally filled by advancement from the Police Records Clerk I classification, or when filled from the outside, require prior police records clerk experience. Adequate performance at this level requires knowledge of departmental procedures and the operation of law enforcement records. EXAMPLES OF DUTIES Receive visitors at the front counter and take reports, complaints, and requests for service. Enter data on computer systems associated with law enforcement such as Automated Regional Justice Information System (ARJIS), California Law Enforcement Telecommunication System (CLETS), and National Criminal Information Center (NCIC). Compile and prepare state mandated reports such as Bureau of Criminal Statistics and Arrest Register. Accept subpoenas for officers and subpoenas duces tecum and route them properly. Answer emergency telephones in the communications center on a back up basis; collect call data and determine 'severity of incident: may dispatch fire and paramedic calls as needed. Release and disseminate criminal offender record information in compliance with state law, police department procedures and city policies. Handle sensitive information such as arrest, booking, and detention data in compliance with the statutes governing the Privacy Act. Police Records Clerk I Police Records Clerk I1 (cont.) Perform clerical duties such as typing, indexing, and filing. Assemble and compile officer reports and court packages for filings of office cases with the District Attorney. Respond to requests for crime, traffic and incident reports within the guidelines of the Freedom of Information Act and department policies. QUALIFICATIONS Police Records Clerk I Knowledge of: English usage, spelling, grammar, and punctuation. Ability to: Learn law enforcement technical codes and crime classifications. Learn and apply rules and procedures pertaining to police records and files. Work a flexible schedule, with non-standard days off, as may be expected in working for a 24 hours, 7 days per week schedule. Establish and maintain cooperative relationships with those contacted in the course of work. Understand and carry out oral and written directions. Type at a corrected rate of 40 words per minute from clear COPY' Operate data processing equipment. Necessary Special Requirement Possession of a valid Class I11 California Drivers License. Police Records Clerk I1 In addition to the qualifications for Police Records Clerk 11: Knowledcre of: California Penal Codes and California Law Enforcement record practices including statutes relating to the confidentiality, record security and other laws pertaining to law enforcement records. 5 Police Records Clerk I Police Records Clerk I1 (cont. ) Experience and Education Police Records Clerk I: Any combination equivalent to the experience and education that could likely provide the required knowledge and abilities. Police'Records Clerk 11: Any combination equivalent to the experience and education that-could likely provide the required knowledge and abilities. A typical way to obtain the knowledge and abilities would be one year of experience performing duties comparable to those of Police Records Clerk I.
