RECOMMENDED ACTION:
The Planning Commission is recanmending that the City Council direct the ! Attorney's Office to prepare documents APPROVING GPA/LU 84-8 per Plan< CorrOnission Resolution No. 2334.
ITEM EXPLANATION
This item is an amendment to the general plan to change the designation of a acre parcel from 0-S (Open Space) to R-C (Recreation Cammercial) . The sit( located on the north side of future Cannon Road immediately adjacent to the
Hedionda Lagoon wetland area. The property is located within the Kelly R Master Plan .
A 3.5 acre parcel immediately adjacent to the north of the subject site recently been granted a general plan amendment to the R-C designation. parcel was within the defined wetlands boundary and is at a lower elevation
the subject parcel. The subject site is on a hillside area and is crisscro by SDG&E electrical lines. The applicant's intent is to expand the existing area and possibly construct a restaurant and tennis club on the poperty.
The Planning Commission found that the propsed R-C designation is a log extension of the existing 3.5 acre R-C designated parcel to the north. A
the Planning Cornmission found that uses allowed by this designation compatible with surrounding future land uses.
Through staff review and Planning Commission hearing, all issues on this ma
have been satisfactorily resolved.
ENVIFWlMEWTAL REVIEW
The Land Use Planning Manager has determined that this project Will not c any significant environmental impacts and; therefore, has issued a Nega Declaration, dated June 6, 1984, which was approved by the Planning Cmis on August 22, 1984. A copy of the environmental documents is on file in
Land Use Planning Office.
FISCAL IMPACT
At the time of development of this property, the applicant Will provide
required public facilities to serve the project. Also, the applicant has % to pay public facility fees to offset the cost of providing other pt services.

AMENDMENT TO THE LAND USE ELEMENT OF THE GENERAL F
OPEN SPACE (05) TO RECREATIONAL COMMERCIAL (RC) ON PROPERTY GENERALLY LOCATED IMMEDIATELY NORTH OF FL
CANNON ROAD, SOUTH OF AGUA HEDIONDA LAGOON.

WHEREAS, a verified application for an amendment t

herein, have been filed with the Planning Commission; and
WHEREAS, said verified applications constitute a .

Element of the General Plan from OS to RC on 7.2 acres
immediately north of future Cannon Road, south of Agua
Hedionda Lagoon.
I. RECOMMENDAT I ON
It is recommended that the Planning Commission APPROVE the
Negative Declaration issued by the Land Use Planning Manager an ADOPT Resolution No. 2334 APPROVING GPA/LU 84-8, based on the mngs contained therein.
11. PROJECT DESCRIPTION
The proposed project involves an amendment to the General Plan to change the land use on a 7.2 acre site from Open Space (OS) to Recreational Commercial (RC). The site is located in the central portion of the Kelly Ranch, which covers much of the
eastern end of Agua Hedionda Lagoon. The 433 acre Kelly Ranch
property recently gained approval for a General Plan Amendment, with the subject property acquiring an OS designation. A 3.5 acre adjacent parcel was designated RC. Approval of the presen request would result in a 10.7 acre RC parcel.
While the previously approved RC parcel consists of a relative1
low-lying salt marsh terrace, the subject property consists of
90-foot high knoll, covered with sage and scrub brush.
Overhead 150-foot wide electrical power line easements criss- cross much of the entire site, causing a substantial constraint to future development.

Discussion
The Recreational Commercial (RC) land use category provides for recreational activities such as golf courses, club houses and
pro shops, tennis facilities, boat launching facilities, motels and restaurants. Such uses, if designed properly would be compatible with surrounding uses. Staff's major concerns with development on this site is that it be site-sensitive with
regard to grading along the lagoon shoreline, and that access ti Cannon Road be restricted to a single point. Minimizing access
points on major arterials is a goal of the City's Circulation Element. If eventual development of the site minimizes grading
incorporates adequate setbacks off the Lagoon and Cannon Road,
and limits access to a single drive, such project would be
viewed favorably, and considered compatible with City policies.
Staff feels that such a project can be developed on tkie site, and that uses allowed under the RC land use designation are appropriate for the site. As a result, staff recommends approval of the land use change.
IV. ENVIRONMENTAL REVIEW
The Land Use Planning Manager has determined that this project will not have a significant impact on the environment, and,
therefore, issued a Negative Declaration on June 6, 1984.
