RECOMMENDED ACTION:
That the City Council approve the site selected for the
temporary Police Firearms Training Facility.

On November 11, 1983, the City Council appropriated funds for
the design and development of a Police Firearms Training
Facility. Council asked that staff report back to Council on
a specific site in Macario Canyon for the facility. Two
sites were reviewed by ':he Police Department and their
recommendation was for S•te 'A', the Old Hidden V~lley
Trailer Park site. Reasons for this choice are given in the
Police Department report dated November 16, ~983 (attached).
FISCAL IMPACT:
Funds in the amount of $65,000 for design and development
have previously been appropriated.

Based upon inspection and review of site A (old Hidden Valley Trailer Park),
and site B, (aapro:wna:tely ¼ mile east of the SD3&E gate), we would recmirend
site A over site Bin that site A provides a safer·shooting envirorurent and
holds nore potential for the types of fireanns training we will be acccmplishin{;.
Site A encanpasses diverse topography, diverse lighting conditions, and
potentially better vehicle access through the Koll Developnent/Carlsbad Research
~nter road. 'Ihe old hidden valley trailer PB:I:k is situated on higher ground
than site B, and drainage through the site does .not appear to be a problem.
Site A ramins much dryer during and after inclenent weather conditions, and
the :imrecliate roadway leading to site A is fairly easy to traverse. In ternis of
elevation and protection, site A also appears superior; site Bis directly
adjacent to cultivated fields, with field \\Orkers directly across the roadway
fran the interim range. It may also be noted that field workers habitations
are also closer to site B; although both areas are safe shooting areas, site
A appears better situated for canbat, or "shoot-fun 't shoot'' training. Site A
is generally sheilded on thl.-ee sides, with higher hills in the back and sides.
Site Bis open on both sides, and to the rear.
For purposes of trap and skeet, the rennte location, coupled with the natural
topography, \\OuJ..d ap~ to make site A also the better location.
Access to both site A and site B is a problem at the present. Ra.ins and water
nmoff fran field irrigation may necessitate small culverts at two locations
on the dirt access-way. It would also appear that at least tv.u viable roads
could lead to site A. The proposed roadway through the Koll Developnent v.ould
be approximately 4/10 of a mile fran site A. At present this access needs ~urk
and grading, as does the access fran El Camino Real.
