DEPT.PW ClTY I RECOMMENDED ACTION: Both the Planning Staff and ae Planning Carrenission recamend that application be APPROVED and that the City Attorney be directed to pr documents APPROVING CT 83-18/PUD-55, per Planning C&ssion Resolutiol 2342 ITEM EXPLANATION This item is an 84 unit tentative tract mp and planned unit developent IC in the Calavera Hills Master Plan. The site is 64 acres in size an project's density muld be 1.3 du's/acre. This is towards the upper end ( 0-1.5 du's/acre range designated for this site. The project consists single product type *ch is a ism story four-plex. The Planning conmission found that the project meets dl requirements o city's Planned Developent Ordinance and the Calavera Hills Wster Plan. Planning ccmnbsion added an additional anditim requiring that a +st landscape plan be reviewed by the Planning Coaranission prior to any develog This condition was added because of mncems brought up by neighboring grc owners that the project wuld cause the removal of my mature eucalyptus t The ccawnission's intent was to preserve as my trees as pssible. An additional issue involves the street %nprovfsnents around the city's f park site (Village "F" and "E-2") . The Calavera Hills Master Plan provide flexibility to require offsite road improvements &en such improvemen& deemed necessary. The project is not located adjacent to the park however, no other subdivision in the Calavera Hills Master Plan has conditioned to provide these street improvements fbr the park. The park soon be dedicated and the planning for i3e park site has begun. It is imp to ensure that these improvemats Will be pt in by the developers of Cal Hills. Staff ?xlieves that this project and all subsequent projects approv the Calavera Hills Master Plan should be conditioned to provide these s iinprovements. The first subdivision to hild would trigger the mnstructi these needed improvements. The applicant objects -to this mndition because he feels his project is related to the park site and that the other developer of Calavera Hills (Pal Scene) should be responsible for me or all of these improvements. Planning COmnission mdified the condition to allow the developer to imrl other arrangements for the improvertents around the park site to the satisfa1 of the City Engineer and Land Use Planning Manager. I. RECOMMENDATION It is recommended that the Planning Commission APPROVE the Negative Declaration issued by the Land Use Planning Manager z ADOPT Resolution No, 2342 recommending APPROVAL of CT 83-18/Pr toe City Council based on the findings and subject to the conditions contained therein. 11. PROJECT DESCRIPTION The applicant requests approval of an 84-unit tentative tract and planned unit development for Village H of the Calavera Hi1 Master Plan area. The project is proposed on a 64-acre propel consisting of a steep hillside, which will be bisected by the alignment of Elm Avenue. This roadway provides the major east west connection between El Camino Real and College Boulevard : the northeast area of the City. As designed, the project would result in a density of 1.3 du/; The general plan designates this area 0-1.5 du/ac, A recently constructed single-family housing tract exists immediately westerly of the site. The attached condominiums of Villages ( (The Colony) and J are under construction across the open spa( canyon to the east. As shown on Exhibits "A" and "B", the project proposes a sing: product type, two-story 4-plexes, with four tuck-under qarage spaces per building. Remaining required parking is proposed uncovered parking lots. 111. ANALYSIS 1) Is the proposed project in conformance with the Calavera Hills Master Plan? 2) Does the proposed project conform to the development standards and design criteria of the Planned Development Ordinance? ~ m m Discussion As proposed, this project is in conformance with the Calavera Hills Master Plan. Village H has been designated for clustere development to preserve the steeper slopes of the site in oper space. The proposed density of 1.3 du/ac is toward the high end of tb 1.5 du/ac range designated for this village. that the site design, on-site amenities, compatibility, and si sensitivity (provision of open space) justify the requested density. recreation area on each side of Elm Avenue, as well as private balconies for each unit. This results in an overall recreatic area significantly in excess of that required. All required setbacks, resident and visitor parking spaces, storage spaces, and other development standards identified in the planned development ordinance are provided for in this project. The project also conforms with the design criteria of the Plar Development Ordinance, The steeper portions of the site will left in their natural state. Slopes created by the developed area will be less than 40 feet in height, All man-made slope: will be heavily landscaped to prevent erosion and to soften their appearance, Design and grading standards of the Calavei Hills Master Plan, as well as many of the concepts expressed : the City's Design Guidelines Manual, are reflected in the project , Staff concludes that the project is compatible with the Calavc Hills Master Plan, the Planned Development Ordinance, and wit1 existing and future development in the vicinity, and recommenc approval. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this projec. will not have a significant effect on the environment and, therefore, issued a Negative Declaration on August 7, 1984.
