HD.L CITY MGR.- CITY ATTYm RECOMMENDED ACTION: Adopt Resolution No. approving plans and specifications, and authorizing the City Clerk to Advertise for Bids for the construction of Carlsbad Boulevard Bridge and Street Improvements from Tamarack Avenue to .25 mile south. Adopt Resolution No. 7 Road, and authorizing the city mgineer to continue the action to obtain the necessary agreements and permits. ITEM EXPLANATION: Council, at its June 5 meeting, determined that improvment of Carlsbad Boulevard from Tamarack Avenue to Cannon Road and construction of Agua Hedionda Bridge should be separated into two phases: Phase I: A. Construct improvements on Carlsbad Boulevard from Tamarack Phase 11: Construct the remaining improvments on Carlsbad Boulevard from Council has indicated that more study has to be done for controlling of erosion on the south of the Bridge before Phase I1 starts. declaring the intention to construct remaining improvements on Carls a a oulevard from .25 mile south of Tamarack Avenue to Cannon Avenue to .25 mile south. B. Construct Agua Hedionda Bridge. .25 mile south of Tamarack Avenue to Cannon Road. CalTrans has agreed on the project being phased into two parts, if Council passes a resolution stating that Phase I1 will be constructed within a reasonable time after the beach erosion project has been evaluated. FISCAL IMPACT: The Engineer's Estimate for the construction (Phase I) is $2.7 million. The inspection and administration costs are estimated at $208,000. amount of $2,908,000 were appropriated in the 1984-85 Capital Improvement Budget and will be available as follows: Total funds in the 1. Federal Aid Urban Funds (FAU) $ 139,000 2. Highway Bridge Replacement and Rehabilitation Fund (HBRR) 2,118,000 3. San Diego Gas & Electric (Developer Contribution) 450,000 TOTAL $2,908,000 4. WHEREAS, the City Council of the City of Carlsbad has determined it is iecessary and in the public interest to reconstruct the Carlsbad Boulevard lridge and Carlsbad Boulevard from Tamarack Avenue to .25 mile south; and WHEREAS, plans and specifications for the furnishing of all labor, , iaterial, tools, equipment, transportation, and other expenses necessary or incidental for said project, Contract No. 3098, have been prepared and are on ‘ile in the Engineering Department of the City of Carlsbad and are incorporated by reference herei n ; NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of Carlsbad 1s follows: 1. The above recitations are true and correct. 2. The plans and specifications as presented are hereby approved. 3. The City Clerk of the City of Carlsbad is hereby authorized and jirected to proceed to publish, in accordance with law, Notice to Contractors inviting bids for the reconstruction of the Carlsbad Boulevard Bridge and improve Carlsbad Boulevard from Tamarack Avenue to .25 mile south in accordance vith the plans and specifications hereinabove referred to. PROTECTION SYSTEM CAN BE INCLUDED IN THE PROJECT - CONTRACT WHEREAS, the City Council of the City of Carlsbad, California, has etermined it is necessary and in the public interest to reconstruct the arlsbad Boulevard Bridge and Carlsbad Boulevard from Tamarack Avenue to Cannon oad; and WHEREAS, reconstruction of the bridge must go forward or the City will lose he funds for its reconstruction; and WHEREAS, recent storms have shown the area where Carlsbad Boulevard is to e widened to be subject to storm damage; and WHEREAS, it is the City's intent to participate in experimental shore rotection systems in conjunction with State agencies as part of the roadway roject; and WHEREAS, upon the determination of a suitable storm damage shore protection ystem, the roadway project will proceed; and WHEREAS, it is the City's intent to address the environmental issues raised n the Federal Environmental Assessment Report and to meet Federal Highway 'tandards; NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad IS follows: 1. The above recitations are true and correct. 2. The City will proceed with the reconstruction of the Carlsbad loulevard Bridge and roadway project from Tamarack Avenue to .25 miles south of 'amarack Avenue as Phase I of this project. 3.
