ITEM EXPLANATION: Norris Cochran has submitted his resignation from the Carlsbad Parks and Recreation Commission. Mr. Cochran's term of office will expire in August, 1987. A resolution is forwarded for council consideration in filling the vacancy. Other Commissioners are: Shirley Dahlquist, Barbara Donovan, Mary Catherine Regan, C.
