RECOMMENDED ACTION:
City Council adopt Resolution No. -7774 approving the application for grant funds under the Regional Competitive Program of the California Park and Recreation Facilities Act of 1984 for Calavera Hills Community Park.,

RESOLUTION OF THE CITY COUNCIL OF THE CITY OF CARLSBAD, CALIFORNIA APPROVING APPLICA-
TION FOR GRANT FUNDS UNDER THE REGIONAL COMPETITIVE PROGRAM OF THE CALIFORNIA PARK AND RECREATIONAL FACILITIES ACT OF 1984 FOR.
CALAVERA HILLS COMMUNITY PARK.
WHEREAS, the people of the State of California have enacted the
California Park and Recreational Facilities Act of 1984, which provides
funds to the State of California and its political subdivisions for devel-
oping facilities for public recreational purposes; and
WHEREAS, the State Department of Parks and Recreation has been
delegated the responsibility for the administration of the program within
the state, setting up necessary procedures governing application by local
agencies under the program; and
WHEREAS , said procedures established by the State Department of
Parks and Recreation require the applicant to certify by resolution the
approval of applications before submission of said applications to the
state; and
WHEREAS, said applications contain assurances that the applicant
must comply with; and
WHEREAS, the applicant agency will enter into an agreement with
the State of California for development rehabilitation or restoration of
the project;
NOW, THEREFORE, BE IT RESOLVED that the City Council of the
City of Carlsbad hereby;
1. That the above recitations are true and correct; and
2. Approves the filing of an application for 1984 state grant
assistance for the above project; and
3. Certifies that said agency understands the assurances and certi-
fication in the application; and

4. Certifies that said agency has or will have sufficient funds
to operate and maintain the project, and if the project is selected for
state grant funding;
5. Certifies that said organization will provide construction
plans and specifications to the state within one year of the appropria-
tion of funds under this program and will comnence work immediately after
state approval ; and
6. Appoints the Director of Parks and Recreation as agent of the
City to conduct all negotiations, execute and submit all documents, includ-
ing but not limited to applications, agreements, amendments, payment re-
quests, and so on, which may be necessary for the completion of the afore-
mentioned project .
PASSED, APPROVED, AND ADOPTED, by the City Council of the City of
Carlsbad at a regular meeting of the City Council held on the
day of October 1984, by the following vote, to wit:
