HD.N'^' MTG.10-16-84 CITY OF CARLSBAD AND THE BOYS AND GIRLS CLUB FOR REHABILITATION OF CIT. A 1 DEPT. RE D CLUB FACILITIES CITY MGR.19�_: RECOMMENDED ACTION: It is recommended that the City Council APPROVE the agreement between the City and the Boys and Girls Club for r-r-e-Iabilitation of the Club facilities. ITEM EXPLANATION: On December 6, 1983, the City Council selected rehabilitation of the Boys and Girls Club to be funded with loth year Community Development Block Grant Funds and allocated $33,600 for this purpose. HUD regu- lations require an agreement between the City and the Club to assure Federal Guidelines are met. The attached agreement has been approved by the County in meeting the Federal requirements. The City Council needs to approve execution of the agreement. FISCAL 'IMPACT: Approval of this agreement will allow release of $33,600 in Community Development Block Grant Funds to the Carlsbad Boys and Girls Club. EXHIBITS: 1. Agreement between the City and the Carlsbad Boys & Girls Club I 1� 2 3 4 5 6 7 8' 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 AGREEMENT FOR REHABILITATION AND USE OF CARLSBAD BOYS AND GIRLS CLUB BETWEEN THE CITY OF CARLSBAD AND THE BOYS AND GIRLS CLUB THIS AGREEMENT is made and entered into this day of , 1984, by and between the City of Carlsbad, a municipal corporation, hereinafter referred to as the "City", and the Carlsbad Boys and Girls Club, a nonprofit organization, San Diego County, State of California, hereinafter referred to as the "Club". W I T N E S S E T H: WHEREAS, in order to promote and provide for the health and general welfare of the people of Carlsbad, and to cultivate the development of good citizenship by an adequate program of communitl recreation, the parties hereto desire to enter into an agreement fc rehabilitation of the Carlsbad Boys and Girls Club within the City; NOW, THEREFORE, THE CITY AND THE CLUB agree as follows; 1. WORK TO BE PERFORMED: Club agrees to implement the Project described in Attachment "A" hereof (entitled "Work Write Up"). The obligations undertaken by the Club include, but are not limited to, the obligation to comply with the following: (a) Activities operated by the Club and charges for programs I ill be conducted in such a manner that persons of low and low -moderate income will not be excluded from parti- cipation. (b) Bidding procedure and contractor selection will be according to Federal regulations and subject to the Davis -Bacon Act and the Equal Emriloyment Opportunity Clause as outlined in the HUD Requirement attached to the 1 2 3 4 5 6 11 8 9 10 11 12 13 14 15 16 17 18 19 20 21 22 23 24 25 26 27 28 Contract Bid Documents. 2. COMPENSATION SCHEDULE: The City agrees to reimburse the Club for the cost of the rehabilitation work as specified in the accepted Contractors' Bid Proposal upon the submittal by the Club of a request for reimbursement supported by racord of payment and assurance that the work has been completed. 3. TERMS: This agreement shall commence when axecuted by the parties hereto and shall continue in full force and effect until terminated as provided herein. The agreement may be terminated by either party after 30 days written notice of intention to terminate has been given the other party or upon completion of the rehabilitation work except that after completion of the work and reimbursement thereof Club activities may be audited periodically to assure compliance with Section 1 a. of this agreement. Unless prior approval is given by the City of Carlsbad Redevelopment personnel, only those items indicated on this work write-up should be bid. Bidder must complete a proposal showing total cost of each item as shown on the work write-up. 2. Plans, permits, clean-up and hauling are to be included in bid proposals. NOTE: A. All work must conform to applicable codes and ordinances. B. Contractor is responsible for obtaining all necessary building permits and for adherence to all zoning requirements. C. All measurements are approximate. Contractor is to verify all dimensions at site. D. Some items on the bid sheet require a specialty sub -contractor (supplier). Contact the Boys and Girls Club Executive Director for these items. E. This is a federally funded project paid for by the Department of Housing and Urban Development through the Community Development Block Grant process and subject to the Davis Bacon Act. Re -roof gymnasium - approximately 4,800 square feet. a. Scrape off and dispose of existing gravel on b. Apply felt, mineral surface and gravel with gym roof. hot asphalt. II. INTERIOR A. Gymnasium 1. Remove existing fiberglass windows (approximately 80 windows). 2. Furnish and install new ICBO rated glass windows per UBC. 3. Remove and replace 150 square feet of damaged gym floor. 4• Sand entire gym floor, removing buckling, finish, lines and - gouges. 5. Repaint all lines on gym floor. 6. Resurface gym floor with one coat of seal and two coats of finish. 7. Installation of new scoreboard, materials to be provided by club. 8. Installation of two new backboards, materials to be provided by Club. B. Locker Rooms and Hall 1. Build two 20 foot long reinforced, grouted masonary walls to form a hallway separation between existing locker rooms and weight room. 2. Install one 4' x 8' skylight in new hallway. 3. Remove terrazo floor in hallway and boys locker room; replace with hard trowel broom finish concrete slab forming a graduated ramp at exit end of hallway. Construct marine plywood partition forming foyers in boys and girls locker rooms. 7. Alter existing hallway by cutting, forming, and finishing doorway at west end; widen existing door in middle of hallway to 3 feet. 8. Install one hour solid core security door in girls locker room. 9. Relocate electrical outlet in boys locker room. 10. Paint all walls and stalls in both locker rooms and hall. 11. Remove and replace 100 gallon water heater for showers. 12.
