The applicant is proposing to develop 34 one-bedrmn and 46 two-bedroan UI a total of thirty Exlildings to be hilt cut in five phases. The units range in size frm 800 to1480square feet. The Planning Cdssion found that the project mets 611 developent sti found that the project's density can be justified based on the reasons in in the attached staff report. Through staff review and Planning Camission hearing, all issues on this have been satisfactorily resolved. STAFF REPORT (J 7' DATE : September 12, 1984 TO : Planning Commission FROM: Land Use Planning Office SUBJECT: CT 84-10/CP-277 - SPYGLASS POINTE - Request for approva of a Tentative Subdivision Map and Condominium Permit t develop 80 units on the north side of Alicante Road, east and west of Altiva Place in the RD-M zone. I. RECOMMENDATION It is recommended that the Planning Commission APPROVE THE Negative Declaration issued by the Land Use Planning Manager and ADOPT Resolution No. 2343, recommending APPROVAL of CT 84-101 CP-277 to the City Counci1,based on the findings and subject to the conditions contained therein. 11. PROJECT DESCRIPTION The applicant is requesting approval of a tentative subdivision map and condominium permit for 80 units on 4.7 acres, located as described above. The subject property is divided by Altiva Place. Both parcels are irregularly shaped and previously graded. The larger lot, 3.8 acres in size, is bounded to the west by Altiva Place, to the south and east by Alicante Road and by an SDG&E easement to the north. The parcel is graded into several pads stepping down a steep hillside towards Alicante Road. The Site 1s relatively on grade at the intersection of Alicante Road and Altiva Place. Portions of the site are depressed 15 to 35 feet below the street grade of Alicante Road. The smaller, .9 acre parcel, consists of two, stepped flat pads. The pads are elevated approximately 25' above a drainage course to the west. The applicant proposes to develop 34 one-bedroom and 46 two- bedroom units in thirty buildings in five phases. The one and two-story units would range in size from 800 to 1480 square feet. Access to all but one cluster of buildings would be derived from Altiva Place. Alicante Road would provide access to the final grouping of units. The overall project density would be 17 duls/ac. This is toward the high end of the RMH (10-20 du's/ac) designation specified for this site by the Land Use Element of the General Plan. w I. q _I 111. ANALY S IS Planning Commission 1) Does the proposed project satisfy all development standards of the Planned Development Ordinance? 2) Does the proposed project comply with all design criteria of the Planned Development Ordinance? Discussion Staff believes that the proposed project satisfies all development standards of the Planned Development Ordinance. Parking requirements would be exceeded by 111 single car garage and 84 open spaces. The project would thereby provide twelve parking spaces beyond the minimum standard . Storage area requirements would be fulfilled in each garage. Recreation area requirements would be satisfied by a combinatio of private and common areas. deck. A common recreation area would be provided on each side Altiva Place. help to visually tie the project together. The area on the eas side of Altiva would serve as the major center, containing a sauna, pool, spa and recreation building. A spa and barbecuing facilities would be located on the west side of Altiva Place. Staff also believes that the project complies with all design criteria and justifies the requested density. The units would clustered in small groupings and cited to maximize golf course views, open space and privacy. The building would be set into the hillside to suit the existing pads and steep terrain. The project would feature textured paving, extensive landscaping ar courtyard entries. Overall, staff believes that the proposed project satisfies all development standards and design criteria of the Planned Development Ordinance and justifies the requested density. IV. ENVIRONMENTAL REVIEW The Land Use Planning Manager has determined that this project will not have a significant impact on the environment and therefore, issued a Negative Declaration on August 24, 1984.
