Ffi CITI-JF CARLSBAD - AGENDA #ILL RECOMMENDED ACTION: Adopt Resolution No. 778f appropriating $25,000 to Parks and Recreation Department budget for Park Planning Consulting assistance . ITEM EXPLANATION: The City faces a major park development program. The City does not have adequate staff to carry out this program. The existing park planner time is primarily taken up in reviewing landscape plans for private developments and field inspections, working on landscape plans for the safety center, and miscellaneous day to day "rush" jobs. In order to carry out the park development in a timely manner the City needs to either staff up or contract for assistance with the park development program. Because the demand for this assistance will vary as we move through the park develop- ment program, it appears to be more appropriate to hire a consultant to assist as required. The City's park planner will assist when his work load permits. However, the bulk of the work would be contracted out. The staff is presently attempting to get the Calavera Hills Park project underway. Due to demands of day to day plan check requests from the Planning Department and other miscellaneous assignments, development of this park project will face delays unless we contract out the final design of the park. Requests for proposals (RFP's) are being prepared to do so. Funds are available in the CIP for these design services. Funds are needed however to do advance planning on Stagecoach Park and other community park projects that we should begin planning soon. An RFP for on-going park planner and design services is also being prepared. It is the staffs intent to solicit proposals for consultants to do advance planning on future facilities. The planning priorities will need to be determined by the City Council but the intent is to get the conceptual design established for the community parks that will need to be developed in the future in order to acquire land and begin development when the need is there and funds are available. Community Center/Gym 5. High School/Community Park 6. Alga Norte Community Park Yes Yes No No No No These priorities have not been reviewed by the Parks and Recreation Commission. The Parks and Recreation Director will be asking the Commission to recommend planning priorities to the Council. Staff would begin planning facilities as determined by Council priorities, Conceptual plans should be developed for these parks over the next 18 months. A rough estimate of the initial planning costs ranges from $20,000-$25,000. Staff requests Council appropriate $25,000 to the Parks Department Professional Services budget to begin planning on the unfunded projects. Timing of the construction of the parks would be determined by Council in the CIP, FISCAL IMPACT: Funds are not currently appropriated for advance planning of park projects. Design money is included in CIP appropriation. The advance planning would be for park projects which have not yet received an appropriation in the CIP. The balance in the contingency account would be $1,018,873 after this appropriation. That the above recitations are true and correct. 2. That twenty-five thousand dollars ($25,000) is hereby appropriated from the contingency account (01-19-50-2499) to the Parks and Recreation Department Professional Services account (01-41-10-2470).
