ITEM EXrPLANATION: Councilmember Xulchin asked that this item be placed on the agenda for Council discussion. October 4, 1984 TO: MAYOR AND CITY COUNCIL FROM: City Manager LA COSTA LIBRARY The Library Board will propose that the City lease an additional 1,459 sq. ft. adjacent to the La Costa Branch Library. Cost would be $16,000 yearly for rent and utilities and about $7,500 move -in cost. No additional staff is needed. The City's right of first refusal expires December 6, 1984. The library could have free use of premises prior to February 1, 1985. This issue will be on Council agenda in November/December along with a budget update and add -back requests from other City departments. The purpose of this memo is to alert the Council to this request so that you may speak to Library Board members and visit the La Costa Brame'% . Discussion At its December 6, 1983 meeting, the City Council approved a resolution authorizing the mayor to execute a lease agreement for a Branch Library in Plaza de la Costa Shopping Center. Included in that lease is a provision of Right of First Refusal to lease the space adjacent to the Branch Library. This Right is for a period of one year from the date of lease execution, which was December 6, 1983. i The Right of First Refusal in the lease was requested to allow the library to expand into the adjacent } space if use of the Branch Library warranted such # action. During its first six months of operation the Branch has experienced substantial use. The level of use has been maintained and shows signs of increasing in volume. (See Appendix A) Space for library programs; e.g., story hours and public meeting space are critical needs. I , Substantial use of the library and the imminent expiration of the Right of First Refusal are the major reasons for seeking action now. The shopping center has experienced a significant improvement in leasing space over the past six months. It is likely that the space adjacent to the library will be leased by someone else during the next year. This would prevent any expansion of the Branch, possibly for several years. Once the Right of First Refusal expires, 13 City Manager Page 2 October 1, 1984 the city may lose its opportunity and its bargaining power to obtain the space. Fiscal Impact The C. W. Clark proposal(see Appendix B1 provides for a four-year lease. Total cost will be $61,278.00 with rent commencing on February 1, 1985. A move -in prior to February 1, 1985 would be at no rental cost to the city. The lease will not require a triple net charge, which is currently $.15 per square foot. The proposal also provides for a $6.00 per square foot improvement allowance. This will provide $8,754.00 which based upon estimates, will cover the entire cost of remodeling the space for library use. At the stated rates, the gross per square foot cost over the four-year period is $.875. If one deducts the improvement allowance cost, $8,754.00 and two months free rent, $2,334.00, the net cost per square foot becomes $.72 over the four-year term of the lease. Furniture for the program/meeting room space will be purchased with Friends of the Library funds. The estimated cost for that expenditure is $2,500.00. Additional book shelving will cost approximately $5,000.00. Utility costs will be approximately $160.00 per month, $1,926.00 annually. This may make expansion impossible because available space may be rented to other parties. Firm up plans for construction of Branch Library and ! construct facility to replace existing leased space within the next four years. Proposed site in Alga Norte Park may not be available and existing main library needs to be expanded. F Make no effort to expand the space for the Branch Library. Cliff, getting the owner to agree to this took considerable effort because of the success we have had thus far. I hope you can get the council to accept it as I do not want to go back to him again. Cliff, the change reflects writing a non -triple net lease as we discussed. I feel this is a very favorable transaction of which the City of Carlsbad should take advantage at this particular time.
