Dear Ms. Sheehan:
The Board of Directors for the Automated Regional Justice
Information System (ARJIS) has endorsed a proposal to amend
Government Code Section 68073.4 as it relates to monies allocated
for improvement of criminal justice information systems. A copy
of the proposed amendment and background materials are enclosed.
Because the City of San Diego has an active legislative program,
we would appreciate City Council action to support the proposed
ARJIS amendment and include it in the City's 1985 State
Legislative Sponsorship Prcgram. Since your department i&
responsible for presenting legiBlative proposals to appropriatG
Council committees and the full Council, we hereby request your
assistance in getting this matter before the Council.
If I or AF.JIS' staff may be of any further assistance to you
regarding this matter, please do not hesitate to contact us.

The fund moneys shall be held by the treasurer separate from any
funds subject to transfer or division pursuant to Section 1~63 of
the Penal Code. The moneys in the County Criminal Justic~
Facility Temporary Construction Fund shall be payable only for
construction, reconstruction, expansion, improvement, operation,
or maintenance of county criminal justice and court facilities,
and not less than fifteen percent -(15%) of the moneys in said
fund shall be payable annually for improvement, operation or
maintenance of criminal justice information systems, in.
counties having such systems, and provided the administration
of.the system is by a Joint Powers Agency composed of elected
officials, representing the majority of incoreorated cities
within said county.
