HD.& CITY Am.= TITLE: AMENDING THE CLASSIFICATION AND MISCELLANEOUS SALARY PLAN CITY MGR.& ITEM EXPLANATION: The Personnel Department has worked in concurrence with the Parks and Recreation Department in order to bring the following recommended changes to the City Council First, within the adopted FY1984-85 Budget is a new classi- fication of Custodian 11. This position will replace one of the three existing Custodian classifications. Now that the city is using contract custodians it is necessary to have an employee supervising their work. The Custodian I1 classification identifies these additional duties and respon- sibilities. The recommended salary range R19, $545.84-$647.08. The second recommended alteration involves deleting the title of Sanitation Superivisor and inserting the classification of Building Maintenance Supervisor. This new title will provide definitive nomenclature to the classification. Some duties have also been modified to more accurately identify duties. Emphasis has been placed upon the supervision of facility cleaning, maintenance, and minor construction. Last, the experience requirement has been increased by one year, which conforms to other supervisor level positions. The above alterations to Building Maintenmce Supervisor will clearly identify duties performed and insure that the city recruits and hires for the skills needed. The salary range will remain the same as for Sanitation Supervisor. FISCAL IMPACT: Custodian XI: Increased cost in salary and benefits is $1082-$1368 annually. Building Maintenance Supervisor: No fiscal impact as the salary range is not changing. EXHIBIT : Resolution No. 779G , establishing the classification of Custodian I1 at the appropriate salary range. WHEREAS, the City Manager recommends and the City Council concurs, that the classification of Custodian I1 should be included in the city's Classification and Salary Plan. NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Carlsbad, California, as follows: 1. That the above recitations are true and correct. 2. That the City Council authorizes and directs the City Manager to add the classification of Custodian I1 as described in Attachment A, attached hereto and made a part thereof. : 3. That the City Council authorizes and directs the City Manager to add the title of Custodian I1 to the appropriate ci-y Salary Plan as shown on Attachment B, attached hereto and made a part thereof. CUSTODIAN I1 f. xchment A Rr,olution No. DEFINITION Under general supervision, to be responsible for the care, cleaning,and maintenance of city facilities; to supervise contract custodial employees; and to do related work as assigned. DISTINGUISHING CHARACTERISTICS The Custodian I1 class is distinguished from the Custodian class in that this class is required to act as a leadworker for other Custodians. The Custodian I1 class is expected to supervise the work of evening and night time Custodians and will be required to work these hours as well. EXAMPLES OF DUTIES Supervise contractual custodial service employees. Conduct general training such. as custodial techniques and procedures, and safety. Maintain inventory of custodial supplies and materials. Perform minor maintenance of custodial equipment. Prepare reports on inspections, complaints, and related information as requested. Sweep, vacuum, mop, wax, and polish floors. Dust and polish furniture, woodwork, fixtures, countertops, and equipment. Wash windows and walls. Empty and clean waste receptacles. Clean and maintain supplies in restrooms. Review and complete employee requests for service. Move and arrange furniture and equipment and set up rooms for special meetings or events. Replace lights and adjust shades and blinds. Lock and unlock doors. Pick up papers and other debris. Maintain custodial supplies and equipment. Perform a variety of routine jobs related to custodial services. 7 Custodian I1 (cont. ) QUALIFICATIONS Knowledge of: Methods, materials, and equipment used in building housekeeping and light duty maintenance work. Safe work practices. Ability to: Understand and carry out oral and written directions. Coordinate and schedule custodial maintenance of city facilities. Establish and maintain cooperative relationships with those contacted in the course of work. Supervise and train subordinates. Keep records and prepare required reports. Experience and Education Any combination equivalent to experience and education that could likely provide the required knowledge and abilities is qualifying. A typical way to obtain the knowledge and abilities would be: One year of experience performing duties comparable to those of a Custodian. Necessary Special Requirement Possession of an appropriate California driver's license. EXAMPLES OF DUTIES Supervise and schedule custodial and building maintenance services for municipal buildings. Inspect facilities and equipment to insure safe, clean, and properly maintained buildings and related equipment, including WAC and emergency power equipment. Initiate a preventative maintenance program. Supervise, train, and evaluate full and part time personnel. Assist in the selection of personnel and contract services. Establish policies, procedures, and methods for the Building Mainte- nance Division. Assist in budget preparation and monitor expenditures. Receive and respond to requests for services and complaints. Requisition materials, supplies, and equipment, and maintain inventories. Prepare reports and maintain a wide variety of records. QUALIFICATIONS Knowledge of: Basic principles, purposes, and practices of custodial and building maintenance. Standard equipment and materials, methods, and practices involving custodial maintenance. Standard hand and power tools, methods, materials, and practices involving building maintenance and repair work. Hazards, safety precautions, and safe work practices. Laws and building codes utilized in construction and repair of buildings, structures, and surfaces. Building Maintenance Supervisor (cont.) Principles and practices of supervision. Standards of workmanship in custodial and building maintenance. Maintenance and minor repair of construction and custodial equipment. Ability to: Operate a variety of equipment used in building care, cleaning, and maintenance. Coordinate and perform routine and emergency work activities. Communicate clearly and concisely, orally and in writing. Effectively interpret and apply municipal laws, codes, policies, and procedures. Establish and maintain cooperative relationships with those contacted in the course of work. Work independently without close supervision. Maintain proper records and prepare accurate reports. Supervise, train, and evaluate assigned staff. Understand and carry out oral and written directions. Make estimates of material and labor needs. Experience and Education Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be: Exnerience Four years of increasingly responsible experience in the care, cleaning, and maintenance of buildings and facilities, including one year of lead supervisory experience. Education Equivalent to completion of the twelfth grade. Necessary Special Requirement Possession of a valid Class I11 California Driver's License.
